Justified Cause For Separate Relationship With White House, Under Special, Direct POTUS Jurisdiction
As The 1866 Civil Rights Act Dictates To Eliminate Systemic Racism

Greetings Team, Shalom!
Going forward, it’s imperative that we know, understand and embrace into action, the necessity for Justiceville, White House Negotiating A-Team (WHNAT) to be kept separate from other NGO’s projects, i.e.,


The Justiceville Objective is not that of the traditional, social services outreach entities obsessed with the development of expensive shelters-affordable housings, and other such programmatic concepts to “help the homeless”, etc., but rather the breaking of its cycles by first and foremost addressing the societal maladies that causes homelessness, both visible and invisible.

Essentially, there must be a policy change of “re-imagining” homelessness, its causes and realistic resolutions.

Such an Objective can be attained only by special, Presidential Executive Order(s), which is the action that Justiceville has been and is continuing to advocate for

Three (3) Primary Reasons Supporting The Necessity For Justiceville, White House Negotiating A-Team To Experience A Segregated or Separate Exclusively From The Traditional Social Services Entities Relationship

  1. Not Requiring Taxpayer’s MoneyThe
    Unlike the NGO’s whom seek federal funding, thereby forced to comply with the old, traditional, failed systems of the lucrative (IHIC), A-Team does not require, nor seek it, opting to exploring and seeking private investment.

Actually, while not desirous to eliminate such social services, EXODUS II: LA 2028 reduces the need for massive amounts of social services programs, because homelessness culture will be resolved by July 14th OPENING DAY of the 2028 LA Summer Olympics.

Note: Not being eliminates, social services are to readjust or re-configure themselves into EXODUS II: LA 2028

  1. “Systemic Racism”
    Based on the newly adopted, USICH-White House and LAHSA policy around the matters of “systemic racism against black citizens”, demands/dictates that a highly special, “out of the box” of traditional systems, tactics must be employed to address their state of homelessness culture

Note: “out of the box”, i.e., avoiding the traditional systems of seeking federal funding that forces and locks receiving NGO’s into maintaining the clearly “destructive” policies, regulations and practices, which has resulted in 37 years of worsening homelessness conditions, and a tragic, astronomical waste of billions of dollars to the social services, which incidentally has ill advised our government Servants to fund them.

Note: A-Team is well within its rightful duties to sanely reject the “system of racism”, to not participate within the same practices that causes and maintains black homelessness.

Note: Being that the same government department that has overseen the failed homelessness systems, who now professes “systemic racism”, is now disqualified to both formulate the remedies to rectify it, and would be racist itself should it deny EXODUS II:2028, and demand that is come under same failed systems.

  1. Non Immigration Heritage of American African, Federal, Black Citizens
    Though similar in appearance, sometimes what’s “good for the goose, is not good for the gander”, as in this case, are of the two (2) most divergent, historical legacies and inheritances of the “American Dream” experiences.
  2. A.  WILLING IMMIGRATION INHERITANCE and “PROUD” HERITAGE
    American citizens of willing immigration inheritance and heritages chose to risk embracing what they imagined was/is or going to become the “American Dream” for themselves and their descendant children, whether successful meaning progressive, or failure, that is regressive devastation.

    Their inheritance which is rooted in the heritage of willingly choosing to succeed or fail, disqualifies and eliminates any moral cause for them to complain, even in the pains of poverty and homelessness. They are of the heritage which chose to the route of their fate!

    Whereas, the heritage and subsequent inheritance of black citizens and their descendants is not of choosing their fate, but of one forced upon their ancestors who were brought unwillingly to the Americas, naked, bound and chained in shackles.

    All of America’s homeless citizens (except the Indigenous Peoples) are of willing immigration heritage and inheritance, as is also the NGO’ designers of homelessness outreach programs, therefore, they naturally address it from that perspectives, mindsets of values, priorities, time frames, etc., thereby being insensitive to those who are not, i.e., American Africans, of that which is chattel slavery, and subsequent Jim Crowism.

    These old, antiquated, failed systems of polices, regulations and mandated practices for federal funds, etc., are both non-beneficial and highly destructive to the advancement of black citizens, unwillingly entrapped with the American Dream quest.

    Therefore, to operate homelessness outreach systems which proven to be harmful to federal, black citizens, and any rejection of a separate from social services entities, daily, direct working relationship with USICH, is in and of itself racist, hence, the continuation of “systemic of racism.”

Note: This matter is particularly poignant when a comprehensive, strategic plan systemic racism was/is specifically tailored for the mutual benefit of both black and white citizens, and as in the case of “Ted Hayes”, a generally, outside of government, respected black man who for the last 37 years of tenaciously presenting Justicville Ideals, has been rejected.

For Los Angeles, this rejection is clears the works of systemic racism, ironically, and mysteriously, at the blessings of African-American leadership, both in the private and public sectors.  (See historical record)

USICH and LASHA, et al, must heed its own policy
Lest it is demonstrated to be double racist, in that, while denouncing “systemic racism”, USICH-White House – LAHSA, are practicing it by continuing the same general failed programs, and blatantly denies black citizens their exclusive rights of having final say in their ultimate destiny, according to following sacred, legal, Union Saving documents:

  1. Emancipation Proclamation,
    “…the military and naval authority thereof, will recognize and maintain the freedom of such persons, and will do no act or acts to repress …such persons, or any of them, in any efforts they may make for their actual freedom”

    Note:
    EXODUS II: 2028 is devised by a male, federal, black citizens, supported by females of such citizenship in elected government positions, a another, serving as LA Chief of Police Department.  This is the will of the strongest and only federal, black citizens body politic in the nation, and deserves to be heeded.

  2. Declaration of Independence,
    As black citizens of the exclusive, federal “super” citizenship status, “it is their right, it is their duty, to throw off such government, and to provide new guards for their future security.”  At this point, to deny our requested expectations of the Presidency, is racist!It would treacherously deny what is proclaimed of us “negro” citizens in “I Have A Dream” of prophet MLK…

    “But we refuse to believe that the bank of justice is bankrupt.  We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation.

    “And so we have come to cash this check, a check that will give us upon demand the riches of freedom and the security of justice.”

    In other words, please Mr. US President of the “Bank of Justice”, don’t tell us that you are unable or won’t “cash” the Promissory Note to black citizens, that “purchases” the Ideals of EXODUS II: 2028, i.e., riches of freedom and the security of justice.”

    The White House can’t afford to reject the wishes of the greatest, civilian, patriotic, citizens in all of US history in this matter of “freedom and security of justice” via the Justiceville, EXODUS II: LA 2028.

  1. 1866 Civil Rights Act, Sections 1, 2, and particularly that of Presidential duties of 4, 8, 9 to protect the advancement of the Law Subject Beneficiaries, even as demanded, if necessary, of the US military…Section 5 and 9.

Note: Understandably, being not of willing immigration inheritance, a Presidential Executive Ordered mandate is highly, special treatment not afforded to any other US citizen group

B.  UNWILLING CHATTEL SLAVERY INHERITANCE
This incredible, prioritized, even privileged, entitled, vindicating, inheritance of the new White House USICH policy concerning “systemic racism” against black citizens is actually the crux of the matter concerning the near fate of the Republic, as to whether We the People can Keep It or not, thereby Saving the Union.

Our advocacy has the best opportunity in US history to generate a movement of black/white healing and reconciliation between them from the near fatal “racial wound” to our nation, ironically by humanely resolving the matter of homelessness.

In today’s America’s, systemic racism is constructed on the foundational practices of many successive generations’ unconscious acceptance as a legitimate, even GOD ordained, the institutionalized ownership and marketing human beings.

Black citizens are of four (4) forms of slavery trade inheritance which is the foundation of institutionalized, “invisible” systems of racism against them/us.

  1. Traditional African in its various forms including that of Arab/Muslim
  2. Transatlantic of 30 plus days ocean travel
  3. British American general slavery 1619 – 1640’s
  4. Chattel 1640’s to 1865

Note: The psyche of American Africans, US black citizens, essentially is one framed by the accumulated generations enslavement, they being the traditional, ancient, African Slave Trade; and European created Transatlantic into that of the 344  years of chronologically combined, British-USA chattel slavery and Jim Crowism.

Already impressed upon by eons of generational lineage descent of the inheritance of African slavery tradition, of the 403 years of their/our existence in North America, they/we have been “legal” free from documented enslavement only 58 years, including Jim Crowism, another, but clever form of chattel, therefore, is the “mysterious” behavior that witnessed in the journey that no other peoples in world history is experiencing.

Two hundred and forty-five (245) years of the combined 2 institutionalized slavery systems, and that of chattel, as though inscribed upon the walls of DNA, is ingrained into our over four, succeeding generations, ending with the1865 close of the US Civil War over the matter, with another overlapping 99 years (2 ½ generations) of subsequent, generational devastation.

Note: While the immigration heritage Americans have some very harsh trials and difficulties chasing the Dream, they unwittingly know, therefore can’t appreciate their freedom that was/is built on the backs of today’s black citizens’ chattel enslaved ancestors.

Note: most Americans are unaware of these underlying factors and dynamics that has, and is dictating our present behavioral patterns and systems including “systemic racism” by both unsuspecting victims and don’t know why.

  1. Down through the successive, overlapping generations of accepted policies and practices/habits, naturally has engenders “the system” that the White House now correctly identifies as racist against American Africans.
  2. Overlapping those 245 years of chattel slavery, is immediately upon its ending, the systems of Jim Crowism ravaged the already suffering of the new black citizens for another 99 years (1865-1964), i.e., over 2 ½ generations, thereby rendering two intertwined or interlocked, continuing generations-destroying “hammer blows” of systems causing practices or habits.

    Note: Based on these unabated devastation, the designers of homelessness recovery programs have erroneously assumed that, “what’s good for the goose is good for the gander”, even though they look very similar.Therefore, one persons’ medicine for their ailments, is poison to someone else of a different malady.Like no other legal document, The Surprising Dynamics and Factors of the “game changing” once “hidden”,
    Official, 2008 US Congressional Resolution HR #194 (Simple) Apologizing For Slavery and Jim Crowism, which clearly supports the Justiceville assertion saying,
    “Whereas the system of slavery and the visceral racism against persons of African descent upon which it depended became entrenched in the Nation’s social fabric;
    Whereas slavery was not officially abolished until the passage of the 13th Amendment to the United States Constitution in 1865 after the end of the
    Civil War, which was fought over the slavery issue;
    Whereas after emancipation from 246 years of slavery, African-Americans soon saw the fleeting political, social, and economic gains they made during Reconstruction eviscerated by virulent racism, lynchings, disenfranchisement, Black Codes, and racial segregation laws that imposed a rigid system of officially sanctioned racial segregation in virtually all areas of life;
    Whereas the system of de jure racial segregation known as `Jim Crow,’ which arose in certain parts of the Nation following the Civil War to create separate and unequal societies for whites and African-Americans, was a direct result of the racism against persons of African descent engendered by slavery;
    Whereas the system of Jim Crow laws officially existed into the 1960’s–a century after the official end of slavery in America–until Congress took action to end it, but the vestiges of Jim Crow continue to this day;Whereas African-Americans continue to suffer from the consequences of slavery and Jim Crow–long after both systems were formally abolished.”

Therefore, requested and expectation of the A-Team is justified, which is develop with USICH a separate, but equal relationship with the White House that the social services have previously had, but are now disqualified for strategic discussions due their proven failure, especially as it relates to homeless, federal, black citizens.

This relationship properly places EXODUS II: 2028 under the direct auspices and jurisdiction of the POTUS, as ordered by the uniquely exclusive, “super” Citizenship status of black citizens, according to the 1866 Civil Rights Act

White House compliance with The Order, will empower its Subject Beneficiaries to have their own devised measures by which government is to ensure “their actual freedom”, which has been, bu must no longer be morally as well as federal Constitution legally denied.

In other words, should USICH decline to comply with this clearly expressed and timely declared, Constitution, Declaration of Independence, Emancipation Proclamation, and 1866-68 Civil Rights/14th Amendment Act expectation of federal, black citizens, conceived and led endeavor, is patently, covertly white supremacy racism at its worse, while yet is insisting upon maintaining the systems that it rightly condemns.

The “Societal Economic Stack”, (SEC -pool), illustrates the levels of social, economic, classes status of society, under growing pressers of extreme, homelessness causing stresses, which are due to the “rat race” nature of money-grasping for powers, and/or simple amenities for daily life.

While this trend was towards homelessness culture was already worsening, the sudden, therefore shocking advent of the Corona COVID 19 Viruses, and the sharp, unprecedented rise of inflation, ranging from residencies to travel expenses and the rising cost of daily living etc., has further exasperated the intent to “help the homeless…get off the streets.

Actually, such pressuring stresses have made it involuntarily impossible for the massive mainstreaming the homelessness cultures persons residing at the abjectly destitute, very bottom of the societal stack.

Envisioning the societal structure of an upside-down pyramid, whereby the extreme, stressful elements of upper social class statuses are pressing their weight, or as rainfall, dropping downwards its point, i.e., “tip of the iceberg” epicenter, which is the natural, gravitational pull of the “black hole vortex”, the epicenter of homelessness culture.

Note: “destitute” – there are people without homes, i.e., stable domiciles, etc., however, not without means, particularly financial.

Example: Certain RVers’, i.e., homeless person(s) who chose to no longer pay the high cost of rentals, but rather instead, own a recreational vehicle, while maintaining their regular sources of income, thereby, achieving gainful employment status.

When viewing the below matter concerning the stress pressed, societal pushing of US citizens downward toward societies bottom, into “black hole vortex” of homelessness culture, it’s imperative to first consider in triage fashion, the following matter:

Bear in mind the social, economic conditions of American African, black citizens whereby black citizens lead all other ethno-racial identities in the USA in nearly every negative, national social statistics, which is manifested in “visible”, homelessness culture, along with their youths, primarily the males’, confused engagement in mutually assisted destruction (MAD) warfare against each other.

Therefore, in the below statements, black citizens are the most disaffected.

The Working Poor’s Descent into Homelessness

  1. Housing
    A.
    Housing: single or duplex rentals, most being inadequate in room spaces
    B. Apartments: multiplexes or government projects
    Note:
    most of dwellings are inadequate in room spaces, as well as living conditions, and are also located in troubled neighborhoods
  2. Wage Earnings
    While most work at below, or old minimum wages, and even now with recently applied $15 levels, their income is being consumed by the present, unsustainable, cost of living, as well as higher taxes inflation rates for the cost of living, and higher taxes, by the present, great inflation rate that is portending recession, thereby leaving cash for stress relieving entertainment
  3. Therefore, given the situation of “punch the clock”, earning wages being reduced, especially to the recent, sudden high inflation rise, residents of homelessness culture encampments, loners, RV’ers, et al, are rightly, and sanely not interested in entering the turbulent, stressful, “mainstream” of society.
  4. Transportation To Jobs (slavery)
    Generally, while taking up exorbitant time in travel, public transportation assists many, whereas those totally reliant upon personal vehicles, constantly run the risks, of mechanical malfunctions in need of costly repairs; accidents (particularly uninsured); regular parts, such as tires, etc., oil changes, smog checks, and petroleum fuels, which are rising with inflationary costs, etc.,
  1. Medical, Health (in psychological) and Dental Care
    Other than the few who possess company Health and Dental Care programs, most are not so insured as such, therefore are under extreme stress of potential health and dental matters, as well as accidental and life insurance.
        Note: A accident, or death, carries a heavy penalty of further debt
  2. Debt
    A.  Business – credit, loans, personal, i.e., family and friends, or even loan sharks, etc.,
    B.  Welfare – repayment to county for years on welfare benefits
    C.  Alimony and Child Support
  3. Criminal Records
    A. 
    Without going into details concerning parolees and ex-inmates, this population is rejected by societal norms, therefore remaining within the endless cycles of systemic racist institutions of the prison industrial complex (PIC) and that of homelessness (HIC).
    B.  Registered Sex Offenders – understandably, not being welcomed in neighborhoods, these individuals have no choice but dwell in “the streets”, not having an exit from homelessness cultures, or reentry path back into society.

One hundred and fifty years since its Congressional enactment, succeeding Presidential Administrations have been derelict to pursue the full enforcement of the Declaration of Independence and US Constitutional Law of the 1866 Civil Rights/14th Amendment Act (The Act) [of the federal, super citizenship status of American African, black citizens], as manifested via its most invisible, i.e., ultimate statement in the form of homelessness culture.

The Los Angeles County Health Department’s violation of California’s State Health Codes, subsequently, violates the Civil Rights of black citizens of chattel slavery heritage; thereby also violating the January 1, 1863, Abraham Lincoln Presidential Executive Order of the Emancipation Proclamation, etc.

In 2017, the United Nations Human Rights Commission condemned LA’s homelessness culture conditions as an International Human Rights violation, particularly that of Skid Row, wherein 90% of the homeless US citizens are understandably, black men.

American African – US Black Citizens Factor
Within the respective, two LA county-city jurisdictions of the National Capital of Homelessness, being a mere 8-9% of their general populations, black citizens are over 40% of homelessness culture persons in each.

On the national scale, in which black citizens are circa 11-12 % of the general populations, they are over circa 60% of homeless persons.

Government Admitted, Systemic Racism
According to policy of LASHA, the join powers act of the County and City proper, et al, this astronomical phenomenon existent not just in LA, and is indeed so in every urban-suburban center throughout the country, is primarily due to “systemic racism.”

Though admitted, the two LA jurisdictions have not been able to rectify systemic racism and its consequences.

It’s Constitutionally correct, morally righteous, triage wise, and “most likely to succeed” prudent to access the authoritative powers of the Emancipation Proclamation, concerning its’ Subject Beneficiaries, i.e., American African black citizens, through whom all persons of homelessness culture are subsequently benefited.

Civil Rights Violation: Government “Sanctioned” Outdoor Homelessness Shelters
All of the aforementioned laws are broken by the County’s “unofficial” allowance of its cities, primarily Los Angeles, to operate de facto, outdoor homelessness shelters.

Ironically, of all the sanctioning the regions surrounding the National Capital of Homelessness and that of homeless, US Military Veterans, the encampment, located in the close quarter neighborhoods surrounding the Venice Beach Library, is prime example of the County’s local, national, and international, criminal behavior

  1. The Criminal “Sanctioning”, De Facto, Illegal, Outdoor, Homelessness Shelters

For 37 years, LA County sanctioned, and is continuing to sanction its cities, particularly that of LA City proper, to operate illegal, outdoor, encampments shelters in violation of its own public health, safety and codes, threatening neighborhoods, commercial and retail business areas, as well the homeless persons themselves, by its/their non law enforcement policies.

Other than the County “sanctioned”, outdoors shelters, any person(s) who is operating, or working to operate such a facility, they must be in full compliance with all pertaining, health and safety codes;

  • Hot and cold running water
  • Sanitation rooms (toilets)
  • Heat and cooling conditioning
  • Secure from weather impacts
  • Security of life and property
  • Properly outfitted cooking kitchens and functioning
  • Etc…

In total, blatant hypocrisy, the County “sanctioned” shelters are in total violation of its own public health and safety codes, therefore, disqualified for chastising others, and is actually displaying US Civil and International Human Rights crimes against humanity.

The Public Health and Safety Threat to the surrounding neighborhood is not caused, not by homeless, US citizens, but rather it’s a crime against all humanity due to the hypocritical policies of Los Angeles County and City, government “Sanctioned”, and “Unofficially” operated, De Facto, outdoor shelter encampment located at the Venice Beach Library between Abbot Kinney and Ocean Way flanked by S. Venice Blvd.

The Claim
Along with other codes of public health and safety, the greatest such threats is that of sanitation, in that the circa fifty (50) and growing numbers of city operated de facto, “official”, illegal, outdoor homelessness shelter encampment residents are without any proper toilet facility.

Therefore, the city’s failure to provide such a necessary, daily amenity is causing the encampment homeless persons to naturally eliminate their bodily wastes in the neighborhoods’ alleys, residents front and back yard bushes, etc., thereby threatening public health.

As with any person(s), social service entity shelter program facilities who/which is not public health and safety compliant is rightly shut down or denied the legality to operate, by the County Health Department, the same must be applied to any city hosting encampments.

The County must demand that either the cities comply and provide the health and safety amenities, or shut down their outdoor shelters, or even move the residents thereof to a more suitable location and provide the necessary amenities.

If the County of LA can’t enforce this matter, then it is disqualified to prosecute the cases of others and is therefore culpable of threatening the public health and safety of local neighborhood residents, as well as its homeless.

Therefore, such deliberate neglect is to federally, i.e., Depart of Justice investigated, if found chargeable to health and safety crimes, the County must be immediately chastised.

Narrative
While local, neighborhood residents surrounding the Venice Beach Library are rightly concerned, troubled, and frustrated with the “sudden”, growing, festering and troublesome homelessness culture encampment located on its park lawn, they ayre is completely displaced.

This neighborhood crisis is the responsibility, accountability and culpability of both the Los Angeles City and County, as well as that of the State of California, and federal governments, particularly the White House, US Interagency Council On Homelessness (USICH) from which policy and programs emanate…not the citizens residing there.

Instead, the governments’ pertinent, public Servants are essentially “gas lighting” homeless persons as the problem, when their ineffectiveness, including that of the failed, billion dollars homelessness industrial complex (HIC) industry, is the root cause of the local neighborhood troubles.

For over 3 ½ decades, of which I’m the living witness, in violation of the California State Welfare Codes 17000, wherein the counties of the state, not cities, are held legal held responsible, accountable, and culpable for the indigent and destitute, i.e., homeless persons, the City of LA is “unofficially” sanctioning the operating of hundreds of de facto, outdoor homelessness shelters in absolute violation of County’s Health Departments’ codes of public health and safety.

In total, blatant hypocrisy, the LA County, Health Department’s “sanctioned”, city operated shelters are in total violation of its own public health and safety codes, therefore, disqualified for chastising others, and is actually displaying US Civil and International Human Rights crimes against humanity.

The violation of these codes are the same ones that will cause the Health Department to either shut down any noncompliant facility, or will deny those seeking approval for such, yet mysteriously exempting the city of LA, as well as others from public health and safety codes compliance.

Other than the County “sanctioned”, outdoors shelters, any person(s) who is operating, or working to operate such a facility, they must be in full compliance with all pertaining, health and safety codes such as;

  • Hot and cold running water

Regardless of huge sums of money, innovative social service programs, even the Presidential Executive Order (PEO), without this imperatively particular element of EXODUS, our Olympian Objective can never be achieved.

The Workings of the DPC

Before any dispatching of Domestic Peace Corps Workers (DPCW), there must first occur a widespread campaign of awareness into the encampments announcing the coming of DPC workers and their DOJ protection credentials.

  1. Alerts and involvement of all law enforcement entities of first and foremost the US Department of Justice, followed by those of States, Counties, Municipalities, in accordance with the JSAP (Joint Statement and Action Plan of the Law Enforcement Working Group) See “JSAP at NF2now” and “Unified Action Plan” (UAP)
  2. Fliers, poster, social and traditional media advertisement and press releases accompanied by radio and televised interviews, explaining the purposes of the DPC action.
  3. Infiltrate or amalgamate into designated “wild” – un-managed encampments, as well as shadow-track “lone wolves”, i.e., individuals, particularly those who are clinically mentally ill, such the “untouchable ‘trolls”.

The DPCW’s will conduct the following activities with the encampment residents:

  1. Announce and reveal to them their presence, as well as purpose
  2. Explain the only two realistic voluntary options are EXODUS, or that of draconian military, i.e., state national guard units.

Note: because of their inhumane, unjust, unsustainable situation in/of the encampments has understandably, become so unpopular with a frightened, frustrated, general public opinion to the point of homeless US citizens being so villainized, due to their outlawed, public health and safety status, etc., essentially they will correctly be deemed “criminals” and/or “outlaws”.

  1. Win encampment residents confidence in EXODUS by the strength of their enormous resources, such as their connections with the participating social services, gainful employment and business entrepreneurship partners; health, dental and mental care assets, as well as safety from criminal elements by their protective authority.
  2. Encourage encampment residents into responsible community behavior until such a time when they have transitioned on ether into “mainstream” society oriented social service programs or they into EXODUS, and even directly into such.

The encampments residents will no longer panhandle the neighborhood residents, nor interfere with retail business and property owners, but rather serve as neighborhood watch, patrol and street maintenance, etc., of which participating residents will receive regular financial stipends.

While in the early stage aspects of EXODUS, candidates for DPC will be directly trained and properly equipped by the First DPCW, and then dispatched into designated encampments.

This aspect of EXODUS can only be achieved by first accomplishing the following:

  1. According to EGIIP (Exodus Genesis Incentive Initiative Plan), location prepared and functioning according to received transitioned, former encampment residents, i.e., homeless persons. See, EGIIP Summary
  2. The four phased transitioning processes for the participants;
  3. Appropriately trained and equipped DPCW intermixed with every phase of the transitioning process, which includes the end of the participants’ journey to the American “Promised Lands”, i.e., the planned, chartered townships, villages, cities, outside of the urban centers, according to EGIIP, i.e., Townships Option | “DPCW’s Trained and Qualified” | “DPC Training”

The Absolute Necessity of the Immediate Issuance of the Presidential Executive Order
This task is so immense
in its scope of numbers and complexities, as well as the time frame of only 6 years, the only way to accomplish what 3 ½ decades of hundreds of billions of dollars allocated to the myriad of traditional and innovative homelessness, social services outreach programs have grossly failed to, is by an immediate, Presidential Executive Order(s) [PEO]

This action is especially poignant in that we must be empowered to raise and large army of DPCW’s, which takes intense time and training.

This PEO will accomplish the following:

  1. Give assuring confidence in all associated entities and individuals, including the encampment homelessness culture populations, and all important, local residents, business retailers, and property owners, which allows the encampment management aspects and processes of EXODUS, as well law enforcement personnel.
  2. Forces all governmental jurisdictions, including social services entities, particularly those receiving or seeking federal funding, to cease their competitive bickering, along with that of advocates and activists to work cooperatively with the Presidents Orders.

Note: Such will dramatically increase the speed by which Olympic EXODUS can, will and must be accomplished.

The longer that the PEO is not issued, the lesser our chances of accomplishment become.

In this timely matter, society has two (2) options for resolving the homelessness culture, they are:

    amalgamate, i.e., “capture”, “tame”, or, Manage and transform selected “wild” encampments within certain “targeted” neighborhoods, in consent and cooperation with its residents, and local, designated, law enforcement entities
    This initial process develops a symbiotic relationship, until the transforming, encampment residents, are voluntarily transitioned to further EXODUS phases, and localities. Cooperatively, this action restores neighborhoods back to their rightful residents.

Taming of the “Wild” Encampments

Nature of the First Village: The All Important, Center Piece and Heart, US Domestic Peace Corps (DPC) Factor

This model, is a “tamed” Justiceville encampment, is actually a Domestic Peace Corps (DPS) training and equipping with power center, being based on Ted’ unique experience as the first DPC worker in a 1985, “wild” encampment that he transformed into legendary Justiceville.

As the most significant component of the managed encampment, are certain, non-homeless individuals of various ages, whom will serve its residents as social, civil stabilization, etc.

Before, the selected non homeless recruits from the general homelessness populations are recognized as full DPCW, these individuals, and/or qualified homeless persons, must first dwell and be oriented in the Justiceville training encampment.

Along with other, later to be mentioned amenities for the chosen or selected ones for the DPC, is that the encampments provides much-needed security for personal belongings, are personall safe to pursue their respective aspirations.

The encampment will consist of possibly, three (3) residential component sectors:

  1. The non-homeless training DPCW’s; trained and stipend:
  2. Participating homeless residents trained and financed into the DPC;
  3. Those who will transition to the Justiceville, mini, or pre “Promised Lands” addressed in the EXODUS Plan

This initial DPC, training encampment is sanely not designed to program persons into the turbulent, stressful, “mainstream” society, but rather, the very opposite, which is away to the “Promised Lands”, etc.

The DPC Workers Benefits
The DPC workers, both training candidates, and graduates will be:

  1.  Special, protective credentials for safety from the US Department of Justice (DOJ), as well as that of state, county and municipality;
    Note: This is one reasons why it’s imperative that the Presidential Executive Order is issued, whereby, these extraordinary, unprecedented credentials can and  must be authorized.
  2. Stipend according TO skill sets, and graduated advancement;
  3. Provided with workers’ compensation;
  4. Accident and life insurances, health and dental care;
  5. Granted opportunities to pursuit their own entrepreneur business interest concerning their own, progressive journeys to exciting, economic, civic responsibilities.

The chosen homeless participants of this initial, official, government, sanctioned encampment, will also be properly trained, and equipped into the DPC, with like benefits.

 

Upon completion of training, these transformed homeless persons into DPC workers will be deployed into certain, selected, “non-managed” or “wild” encampments.

 

Their assignment is to gradually amalgamate into the “wild” encampment in order enlist its’ willing residents into the aforementioned objective and activities, as well, even becoming sanctioned and protected.It is of these populations that transformed homeless persons will become DPC workers; or, transfer to the out of urban center, also sanctioned, “Promised Lands”; or seek the pathways to mainstream.

 

The Win-Win-Win, Symbiotic, Beneficial Objective of the no longer “wild”, but transformed, i.e., managed, and sanctioned areas will be the following:

  1. Maintaining general, local neighborhood cleanliness;
  2. Cease panhandling and other anti-social behaviorism;
  3. Working neighborhood watch

Note: due to being managed, the criminal element hidden within the encampments will either leave the area or convert to being law abiding, particularly as the various law enforcement entities are directly involved.
