Greetings, Mr. Jeffe Olivet, Shalom!
Sir, commendations for your courageous stance-policy on the matter of systemic racism, particularly as it relates to American Africans, i.e., US, federal, black citizens.

Shortly, you will receive a more detailed document from the Justiceville, White House Negotiating A-Team, which is a small contingent of talented individuals who worked closely with the Trump Administration’s USICH team of Mr. Benjamin Hobbs and Robert Marbut, Jr., Ex.-Dir., from late September to December of 2019, precisely on these following two matters, which are also, your concern:

  • Systemic racism, as it relates to American African, black, US citizens;
  • Strategic National Plan construction to end and prevent homelessness culture.

In light of the past Administration’s rejection of what Justiceville has espoused since 1985, 37 years ago, perhaps you can understand our sense of elation and hopeful appreciation when we read these so truthful words from you.

“What we do not say often enough or loudly enough is that racism and homelessness are inextricably linked. Yes, racism. It is time to speak truth. It is time to call it what it is,”

“What we do not say often enough or loudly enough is that racism and homelessness are inextricably linked. Yes, racism. It is time to speak truth. It is time to call it what it is,”

On this matter, you have well spoken, and we salute your courageous leadership to promptly discuss and subsequently take the proper measures to rectify it.

The Venice Beach Library Encampment Crisis: A Case of Political Paralysis
In the meanwhile, I/we bring to your immediate, emergency emphasis, attention as great opportunity implement a strategic plan out of Los Angeles, the National Capital of Homelessness  revolutionizing our national narrative and physical approach to homelessness resolution.

The “Right Here, Right Now. Right To Where?” opportunity is presently developing here in Venice Beach, Southern, California, of which it is strongly suggested, that of all the matters rightly “screaming” for your undivided attention, this particular one truly warrants you to directly and immediately taking it up, even making an emergency journey here.

Tonight, May 25th, FOX II, here in LA, at 6:00 pm PCT and 9:00 pm ECT, is airing an 1 ½ hour documentary, of which its producer informs me my appearance in it is a feature, meaning that my unique, personal experience, works, ideals, and policies on resolution homelessness culture. GOD willing!  Please see this trailer: Lost Angeles: City of Homeless — Official trailer

Brief History of the VB Library Encampment
Recently, under the leadership of the Hon. Sheriff, Alex Villanueva, a respected friend and ally, though being forewarned by me to not conduct it, the LA County Sheriffs’ Department unwittingly did a “sweeping” operation that simply scattered the myriad of encampment homeless folks off the Ocean Front Walk to retreat further back into the local, residential neighborhoods.

Though ignored, we offered to work together to organize the people into a functionally community, and lead them voluntarily to a more suitable location, as is presently being attempted with this resulting encampment situation, that is portending to be worse than previous.

Hence, the encampment in question.
Unfortunately, as predicted, the action is at the expensive sufferings of the local neighborhood residents besieged by the encampment emanating from Centennial Park, which surrounds the Abbott Kinney Memorial Library located at 501 S. Venice Blvd., Venice Beach, CA.

From its inception, we have been working to unite all aspects of residents, retail business proprietors, property owners, VICE Channel, Snap Chat, Erehwon grocery store, law enforcement, including the encampment, homeless persons, and the most difficult, political rivals of that neighborhood into a working, We the People body politic of symbiotic and “win-win-win” mutual interests.

The interests
It is the absolute right of local residents want the growing encampment, which has become a major public health and safety matter, be dismantled and its people relocated to a more suitable location, which is exactly their will as well.

Everyone in LA, even the homeless folks in downtown Skid Row, wants there be some kind of realistic exodus from the present conditions into a better location.  The only folks who resist this ideal are the social services and agitators who politically empowers themselves via homelessness, non-resolution.

By your POTUS service to us, the A-Team presents a remedy that the President will be proud to own in which he initiates the most unique, innovative approach to resolving the national security threat of homelessness, as well as being a global model, i.e., EXODUS.

The challenge
This encampment matter has every related, governmental jurisdiction, hypocritically paralyzed, not knowing what to realistically do, particularly as the Sheriff has clearly demonstrated that “sweeping” encampments is a futile, unsustainable, “wack-a-mole” tactic.

The Public Health and Safety Threat
This huge encampment of circa 40 individuals, are bereft of basic, proper sanitation facilities, therefore they have become a growing, understandable, sanitary nuisance to local neighbors, and for political fears, and false “red tape” measures, the city and county are presently refusing to supply the needed sanitary facilities.

This behavior blatantly violates their own LA County Department of Health Codes, as well as City ordinance against occupation of public, taxpayers’ spaces.

Utilizing their private funds, the Justiceville White House Negotiating A-Team and I are working to have sanitation facilities placed at the encampment sometime this coming week, as well as other amenities until we can enforce the responsible entities to sanction another more suitable location.

However, the “big question”,
After local government(s) sanctioning such voluntary, human relocation measures, “Where will those individuals go from that nice location”?

This especially poignant, in light of the sudden, homelessness-causing, fast rising inflation rates, for cost of rentals and daily sustenance, etc., directly resulting in far more people being forced toward the bottom of society, on top of the present population, preciously forced out.

Once resident in these, “temporary”, “health and safety” facility-shelters, having no place to fit in society, these US citizens, new homeless, i.e., economic refugees, could become permanently interred or incarcerated in them.

This preventable, draconian measure violates US Unconstitutional, 1866-1868 Civil Rights/14th Amendment of black citizens, federal citizenship, including violating the International Human Rights Laws of which Los Angeles, the National Homelessness Capital, has been previously chided by the United Nations Human Rights Commission for the dysfunctional manner in which it has mismanaged what now has become grave, national security threat.

America must already be in successfully working, strategic, operational mode of humanely implementing a strategic plan such as; a “warp-speed” EXODUS 2028: LA Olympic Gold Homelessness Resolution that manage the significate, subsequent increase of homelessness in LA, et al, again on top of that which is already here.

Given your correct, “systemic racism” sentiments, we are excited to work with you concerning this naturally, LA birthed, strategic plan, which can succeed only by the direct authority of POTUS, whereby, in similar heritage to President Abraham Lincoln, he properly executes the “win-win-win” solution for our beloved, imperfect Union Republic.

Thanks for considering, and we are looking forward working with you and your staff,

May GOD’s blessing be upon us all,

Ted Hayes
