In like manner to the United States Peace Corps created, established and implemented in 1961 which deployed-deploys young, college educated, US citizens into poverty stricken or developing, respective, so called Third World nations, embedding them there with the poor in need of shelter, housing, food, water, healthcare (physical and mental), education, gainful employment, legal justice and advocacy…
…the Domestic Peace Corps (USDPC) also dispatches into the sidewalk encampments, healthy individuals of all ages, as well as educational levels, beginning with 18 years of age and upwards to befriend the homeless residents, winning their trust to lead them into the E.G.I.I.P.
The USDPC is established on the two case models of:
1. The United States Peace Corps to foreign countries was created-established in 1961 by former ambassador to France, the Hon. Robert Sargent Shriver and authorized and dispatched into service via a Presidential Executive Order by his brother in law, then US President, the late, November 22, 1963 assassinated, John Fitzgerald Kennedy;
2. The personal, unprecedented in known US history, volunteer experience of Ted Hayes, whereby in his epic quest to understand, discover, and devise strategies to end homelessness, embedded himself with homeless persons dwelling-sleeping on the city sidewalks of Skid Row of located in downtown Los Angeles, the national homelessness capital of the USA, Union republic for eight (8) years (1985-1993), followed by another 13 years (1993-2007) in the Dome Village which he and his colleagues devised, totaling 21 years.
Being embedded and amalgamated with them in homelessness, the dispatched-deployed servant-friend troopers of the DPS, will accompany participating homeless persons from sidewalk encampments, through the implementation of methodical, transitioning villages constructed of various types of inexpensive, innovative, alternative, temporary, transitional, housing models, such as: the 21 piece, assembling-dismantling omni sphere domes; shipping containers; wooden tiny houses, etc., into the final destinations of either mainstream, or chartered townships.
As in the cases of these two models, particularly that of Ted Hayes, being themselves also acclimated, by being embedded-amalgamated with them, as natural, personal guardian-helpmate-companions DPC servant-friend troopers, maintains constant daytime watch, nighttime vigil, for and subsequent companionship to homeless encampment persons, especially they whom are physically and mentally challenged.

Essentially, the deployed, amalgamated servant-friend troopers will befriend homeless persons by working with them in various, supportive capacities, thereby earning their respect, and eventual trust, whereby influencing them to become more willing to make the long “wilderness” journey (phases 1,2, 3 of the E.G.I.I.P.) from the bondage of encampment homelessness, to the promised land of effective, social, civic, economic productivity, whether of the government chartered townships or mainstream.
The Domestic Peace Corps servant-friend troopers will assist in circumventing unnecessary, police – homeless persons confrontations and entanglements, which could lead to tragic violent confrontations, ending either in the injury or death of one, or the other…probably, as is presently too often, the later.
Any injuries or death to the Homeless could result in law suits, and other negative responses that will interfere with more pressing government agendas and business.
In order for any program of outreach to homeless persons, particularly that of the POTUS Executive Ordered, New Frontier II: Operation Humanity, it’s imperative that the services of the DPC be intricately intertwined with it/them.
Qualifications
The United States Domestic Peace Corps Servant Troopers must be at least18 years of age; possess US citizenship; be physically fit (levels to be determined) and healthy, including those with physical disabilities, including even those in wheel chairs; basic ability to read, spell and comprehend the English language; free of violent felonies (each case reviewed, as some cases are warranted nor pose threats of violence); of good, courteous, lighthearted, encouraging, joyful, hopeful, positive, upward mobile, thinking, having a non judgmental attitude of others, especially of homeless persons; enjoy the company of human presence; demonstrating a willingness to embedded or amalgamated physically, psychologically and culturally into homelessness; comply with the creed, rules and regulations (yet to be developed), including following orders and directions, of the DPC; and develop mentalities of servant-hood to homeless persons, based on the model of Ted Hayes’s roles as: Servant Director from the Skid Row, Justiceville, shantytown encampment (January 3, 1985 – May 10, 1985); through the eight (8) years of nomadic wonderings, and social-political advocacy and activism throughout the Los Angeles; to the Dome Village (November 3, 1993 – November 7, 2007);
Personnel
Individuals of all ethno-racial; religious; cultures; social class status; gender; at least 18 years of age; in compliance with nuclear family concerns; preferably single marriage status; and US military veterans, and other persons of first responder experience, including retirees of such; as well as professionals of all careers, et al.
Training
For this effort to be successful, “24/7 ‘round the clock” training is necessary (* night 6:00 PM til 6:00 AM).
Training includes, learning to identify various populations of homeless people; fundamental street environment survival; develop basic verbal street, political and electronic-digital telecommunications and IT – information technology skills with homeless persons, local residents, business and property proprietors, governmental, law enforcement, and other such community officials, including those the social services; first aide and basic medical knowledge; even some aspects in the arts of self defense…no weapons tolerated, especially firearms.
Training is to be done by certified, DPC instructors, with periodical cooperation from local first responders, such as: law enforcement; fire departments; professors of sociology and psychology and/or a combination of all.
Each graduated DPC servant-trooper will be receive official certification of qualification.
Funding
The DPC is not government, but rather privately funded raised for the listed items:
A 24/7 ‘round the clock” office facility, including rent or lease, utilities, furniture and equipment, materials, transportation vehicles, and telecommunications systems, etc;
Salaries and special incentives for staff, such as: office administrators and staff; training instructors;
The health and dental care, accident and life insurances, and retirement plans, and special benefits accordingly;

Initial Recruitment numbers
The numbers of DPF workers to be recruited, hired and trained will depends on the size of the area that will be targeted for a model and the budget for such an operation.
Time in Service
A minimum of two (2) years will be required for any candidate for the DPC. However, reenlistment is available with open time options for any veteran troopers, in that, after their deployment and choose another occupation, but then later leave, they are very welcomed to return.
Duration of Corps
The DPC will remain functional as long as the homelessness “crisis” continues, and even eventually morph into a national, service that goes beyond homelessness, to one of natural disaster rescue and redevelopment throughout the nations, even having training, as well deployment bases throughout every state in the Union republic of the United States.
Field Equipment
Transportation would include cars, truck (pick ups) vans, and even specially equipped emergency vehicles similar to ambulances and SWAT Team panel vans, as well as including communication systems of cellular phones, and even first responders monitor radios…and for future operations 18 wheeler trucks, jeeps or all terrain vehicles, planes and helicopters, etc.
Clothing design
All deployed, field DPC personnel may wear whatever style clothing that each respectively deems as appropriate for each mission; and perhaps formal dress uniform attire.
