In order for Justiceville’s A-Team to continue strategizing and organizing, it is imperative that our White House/USICH staff partners, under the auspices of the Domestic Policy Council (DPC), to please answer a few pertinent questions.
As you know, I have sent you several emails and am still waiting a response from you concerning each.
In researching the USICH web site and viewing it’s admitted 35 years failed attempts to humanely resolve homelessness, of which we attribute this failure to the unsuspecting staffs’ reliance upon now proven, faulty information, or misinformation and advice from so called “experts in the field”, such as activists, advocates and social service providers.
This “expert” information has cost billions of taxpayers dollars to be wasted various “housing first-mainstreaming” programs, and therefore as the purveyors of such falsity, they have disqualified themselves from any further advice to USICH, but rather, learn to readjust to the newer ideals of homelessness resolution, which is RELOCATION and “Encampment Management”.
As early as 1985, fully understanding the societal trends, Justiceville was able to predict,that which has come to fruition today in 2022 and beyond, looking to 2028.
Now, being evidently right after all, that the “housing first – mainstreaming” policy of the “experts” (most whom also are void of lived experiences) didn’t then, and still now doesn’t work, making EXODUS II: LA 2028, 37 years ahead

In fact, USICH didn’t come into existence until 1987, two years after Justice declared what is now known to be true.
Of these matters, the experts know very little, as they never gave it full consideration, which is what Justiceville has been doing for 37 years.
It’s a known fact, that the company of the NGO’s which has led USICH wrongly, do not have a comprehensive, strategic, national policy and plan, because if any of them did, particularly they of great influence and finance whom you know, it would have been put into practice by now, and we would not be in this present crisis.
However, the succeeding, 35 years of generations of USICH staffs, though having higher institutions of learning and subsequent professional occupation primarily based on privileged inheritance, they innocently-naturally lacked the lived experiences of being homeless and/or black etc., and therefore was easily misled into wasting billions of dollars of taxpayers’ dollars.
However, as your correct assessment of the matter attest saying, “We know that homelessness is a structural failure, not a personal one, and that much is rooted in long-standing discriminatory regulations and practices that have disproportionately affected Black people and other BIPOC communities”, this sentiment is not a condemnation of anyone(s), but rather a friendly ally, honest critique of what they inherited from systems long before any of us were born.
Therefore, the aforementioned “experts”, naturally are not on par with what Justiceville, the “OG” managed encampment, and parent of the ever growing present day, homelessness encampments movement.

It is the good fortune for everyone concerned, that I have this lived experienced heritage as a male, now 71 years mature, American African, chattel slave descendant, son of a WWII, US Army, “Buffalo Soldier”, combat veteran, and an actual Jim Crow survivor…
…able to summon the courage to willfully-voluntarily, live/dwell on LA sidewalks with primarily black homeless persons like no other American in US history, whereby The Most High *graciously and mercifully enabled me to safely grasp such a unique understanding for such a time as now. It’s gift to us all!
Note: Of the long years I spent on these LA streets, there were a number of occasions wherein I could have very well lost, or least physical and mental health, as did several of my friends. Homelessness killed them by either violence and sickness. What I did was highly risky! GOD mercifully spared me!
Please allow A-Team to share with USICH staff what we’ve learned and wisely understand, and have significantly created-initiated when you were but 15 years, and Mr. Olivet, 13 years of age back in 1985. When USICH was enacted in 1987, Mr. Olivet 15, and you Ms. Schneider was 17. Still kids!
Upon its’ 1987 birth, as a “birthday gift”, the infant USICH was immediately fed a basic diet by these “experts”, that “housing firsts, and jobs, jobs, jobs”, based rehabilitation and training programs to “help the homeless” would resolve homelessness culture.
Knowing better, being 2 years ahead of USICH’s establishment in the White House, Justiceville always queried, “rehabilitate and job train the homeless to what and where in ‘mainstream society” whereby they can live a full productive lifestyle, but was deemed wrong and delusional about Encampment Management to RELOCATION.
It was this early understanding which won the Justiceville, October, 1985 jury court case being based on the “defense of necessity”, and the rest is history.
It is in your interests, and that of the President, that USICH begins to work more closely with us, and heed our admonition, paying less attention to those entities, most of which unintentionally misled you.
As the “housing first-mainstreaming” option is invalid, apparently the next logical strategic step for USICH, and the funded social services, is “encampment management” to relocation, a topic of which Justiceville, having a 37 years resolution should now be seriously heeded.
As we see it, your late September “roll out”, will primarily address the turn of policy from housing first” etc., to encampment management whereby qualified social services will be funded to overs, i.e., manage encampments, until…..RELOCATION can be arranged.
Please let us help you, as no other NGO can. View and study those Justiceville – Dome Village documentaries, and learn what to you is new, but us old and tried lived experiences information.
Remember, HUD of USICH funded this under the “Continuum of Care: Break the Cycle of Homelessness”, being successful, but still not heeding some 15 years later, but perhaps, now.
However, as stated before, its’ imperative that USICH answers A-Team’s questions which posed, so that there is no confusion between us, and thereby can better apply our assets to your good intention with us to have humanely resolved homelessness by OPENING DAY of the 2028 Summer Olympics.
Of 99% of the questioning and proposing emails sent of you, we have not received any full responses, which is only cordial of you to do so, lest A-Team is left in “the blind” as to what our partnership role actually is with USICH, particularly as it relates to our next Wednesday, the 21st event in Venice Beach launching of EXODUS II: LA 2028. We need to know what to report to the world what the White House position is, particularly on the RELOCATION matter.
So please answer our questions before our 21st event kicking off our EXODUS II: LA 2028 campaign, that we may share with our audiences your White House intentions.
