United States Domestic Peace Corps Training Center Encampment
For obvious reasons, the exact itemized budgeting for the Justiceville US Domestic Peace Corps (USDPC), Training Center Encampment (TCE), can’t be determined at this time, being merely in its “conceptional” state. Such budgets will be determined by persons capable of such administrative skills.Listed are the items for budgeting
Note: In each utility is the opportunity for exercising the use of Green, i.e., environmental technologies, designed for the implementation in all transitional phases EXODUS, including on larger scales implemented in the future Planned Communities.
Funding Items (Private funding is preferred)
The Property and Utilities: A Vacant Lot:
- Rental from privately owned, or tax exempted, donation
- “Free”,e., publicly owned government allocated (tax-payers expense)
Included are auto parking area, security fencing, wall, shrubbery boundaries
Water Sources
Drinking – purchased or donated, regularly delivered bottles
Portable shower facility – rented, purchased, or donated
Note: these are tax exempted donations
Sanitation
Portable toilets, with accompanying hand washing apparatuses, and other related toiletries
Laundry on site, or commercial facility
Fire extinguishers and first aid equipment
Meals
Catered purchased, or tax exempted: breakfast, lunch, dinner (unless community kitchen as Dome Village, is impractical)
Dwelling Structures
Either tents of various makes, or other appropriate structures

DPW Allowances, Stipends, Salaries and Benefits
Stipends will depend each individuals’ advancement and performances. It is recommended that every participant, regardless of entry level, receives weekly allowances

Special Legal Protections For DPCW’s
Such special legal protections would include a joint powers action involving the all law enforcement entities, under the jurisdiction of the Department of Justice (DOJ), including the Civil Right Commission, as well as Civil Rights Criminal Division (CRCD), and federal marshals according to the mandates of Section 3 of the 1866-68 Civil Rights Act.
For the record, special protection includes the US military based on the Emancipation Proclamation of which black citizen participants have authority to invoke if needed, acknowledging the important significance of the DPC worker.
Each worker will be credentialed, or “armed” with legal, Presidential Executive Ordered documents, embodied in a specially designed Identification Card, as well as an actual metal badge to be carried on their person at all times.
To discourage any potential physical harm or abusive behavior, being forewarned (part of the awareness campaign), as though they assaulted and battered, respectfully, a federal marshal, FBI agent, State Highway Patrol or Trooper, Sheriff’s Deputy, Police Officer, et al., anyone who dpes accost the DPC Worker will be apprehended, prosecuted to full extent of the said law, and if found guilty, punished accordingly by each jurisdiction.
The presence of the DPC worker, will automatically cause the uncooperative or criminal element hiding amongst the encampment resides, with either “convert” to civility, or leave the area.
Simultaneously, a sense of order and safety will permeate the encampment, which will have a viral effect upon the residents of others, creating a desire cooperation in them as well.
DPC Workers’ Equipment
Each DPCW in the “field” is equipped with phone, identification, special resources connections, i.e., foods etc., opportunity offerings, or anything that will assist them to eventually influence-win the trust of the encampment residents.
Also, each DPCW will be armed with non-fatal, defensive tools and martial training, should they ever in needed for such defense.
However, the DPCW is trained to either deescalate or walk away from unreasonable confrontations, not risking anyone personal safety, including that of the confronter.
This enactment by the POTUS, et al, greater assures the Worker from physical harm by a potential assailment.

Government: municipal, county, state, federal, i.e., appropriately, the White House, Interagency Council On Homelessness (USICH) which triggers all associated departments in the Council to participate.
