Would you kindly please give us the connections to the proper personnel in the office of Domestic Policy Council, as our matter is strictly one of domestic matters, particularly as they relate to American African, black citizens of federal, super citizenship status?
We can discuss with them first, by phone and/or zoom to assess of our actually traveling to DC for appropriate in-person discussions.

Our hesitancy of going to local federal, governmental representatives are for the following reasons:

1. First, as the proverb goes, “All national politics is local”, history teaches us chattel slave heritage – Jim Crow survivors that when locally oppressed, racially, politically, religiously, culturally, and not experiencing “equal justice under the law” treatment as are certain other citizens, by either private entities, such as the KKK, and/or discriminating policies, legislation and practices of government, including that of law enforcement;

and are thereby unable to receive the necessary representation from local and federal employees both elected and appointed, for our  relief, we have always, historically been forced to to rightly seek the protections-refuge of/from the POTUS and US military.

2. Second, therefore, it is, and has been totally unfruitful in the past, when we have sought out local representation, as evidenced by the conditions of society, particularly here in Los Angeles, et al.

If these, government employees knew what they were doing, this matter would have been resolved long ago, especially after spending billions of taxpayer’s dollars all to naught.
 
3.  The national associations clearly don’t know what they are doing either, because if they did, they would have given you much better council, but instead, over 38 years, they fed inexperienced USICH staffers the diets of the now, massively proven failed, “Housing First Model” concept.
None of these aforementioned entities are in possession of a basic, comprehensive, strategic, policy and plan as had and does Justiceville for the last 38 years.
Of course, evidently, EXODUS II has been steadfastly resisted, clearly by what the Biden Administration correctly identifies as “systemic racism”, as well as political bias, social class repression, against myself and federal black citizens.
This behavior is Department of Justice investigation stuff!
4.  The POTUS is our only hope and rightly is his responsibility to rescue us from this local oppression and repression, and tell us to run back into the “burning house”, which is actually cruelty of worse sort.
We are not asking you to fight our “battles”, nor negotiate for us, as don’s seek federal funds, all of which everyone the White House should be most glad about, but to simply, arrange the proper personnel in Domestic Policy Council for us to speak with, as assuredly, the locals will not work with us.  We have for 38 years, tried!
Our country, led by President Biden, is mysteriously and aggressively welcoming so called migrant refugees from all over the world to refuge, rest, and prosper into the American Dream, primarily on the backs of black citizens, even as was done on the backs of our chattel enslaved ancestors by Americans of willing immigrant status.
As refugees? In actuality, the Constitution mentions only refugee status only of the liberated, freed American African, chattel slaves and their descendant children as inheritance forever in this Union Republic country.  Sec. 3, 1866 Civil Rights Act.
These foreigners claim that they seek refuge from their own oppressive governments, thereby American must allow them in and treat them with dignity and respect more than the domestic sufferers.

Mr. Olivet, Mr. Biden, and whoever reads this content, Where and to whom now, do we black citizen run for refuge from our local government oppressors? 

Thus, far, you are demonstrating that we have been abandoned, and have nowhere to refuge in our own country, built upon the backs of black citizens, chattel enslaved ancestors.

According The Act, Secs. 4, 8, and 9, its the POTUS to whom we are to run and the military. The The Act Sec. 1 mandates something that we have not received,

No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.”

And according to the Emancipation Proclamation, Sent. 2, B., the Executive Government and the military is the proper places to where we are ORDERED to seek such refuge for the sake of the nations national security”
The way in which we are being treated, in multiple ways, of which you do know them, particularly as it stands with the “migrant” matters, this Law has been, and is sorely being violated by both local and our lawful, supposedly Constitutionally mandated, federal Protectors.

Just thought of something.

What if we formally return to the local, federal, representative, which in my District is the Hon. House Representative, Mr. Ted Lieu,
and if we should be rejected, would that help you arrange the connection to the Domestic Policy Council.
However, it’s truly futile to seek out national organizations, an I do believe you know that, unless we go them with your referencing.

One other quick matter.

As you know my ever growing justifiable concerns around what is asserted to be a nearly 40 years, undocumented, federal option of deploying the US military to force resolve homelessness, particularly, and especially as it relates to the descendant of the chattel slaves, and Jim Crowed, American African, black citizens of the exclusive, non-racial oriented, minority/majority status, but rather experience, 1866-68 Civil Rights/14th Amendment Act.

No doubt, you are aware of the growing controversy whereby the young, Washington, District of Columbia City Council Member, the Hon. Trayon White, who is in so many ways, at the behest of the community/neighborhood stakeholder, calling upon the deployment of the National Guard to quell the so called, “black on black” violence in certain areas of the city.

Naturally, out of civic desperation, this proposition is stirring highly serious thoughts, and much discussion around the Constitutional legality, as well as the moral proclivity, as such a forced, military operation is a dangerous, circumstantial situation to our Union Republic’s national security.

Should this stand, and the local DC National Guard is dispatched, it will be a precursor for all other urban cities to fall into the same hysterical, tyranny engendering, as being put for by the understandable, frustrated, DC stakeholders.

Apparently, Mr. White has sort of recanted his appeal of National Guard intervention to control children that their parent are no longer able to, mainly, because his concept was not fully thought through.

Nonetheless, my concerns of what’s developing in DC, as well as other urban centers throughout the country of such, are becoming more well founded, relevant and justifiable, as such appeals are coming from community and neighborhood residents themselves, even they are pressuring local government employees, understandably to to increase more stringent legislation of health and safety, though it ultimately leads to their own, eventual, self-destruction.

For a whole year of waiting for the Biden Administration to effectively address the Trump intention as we respectfully requested, it appears that the White House’ own version of “systemic racism”, has elected to ignore the implorations and admonitions of a leading, Emancipation Proclamation, Subject Beneficiary, invoking Sentence 2, B. and 5, as an “any of them, in any efforts they may make for their actual freedom…as is enjoyed by white citizens.” (The Act, Sec.1).

The White House: Natural Center of the Nations’ Generational Soul and Social Fabric???
Respectfully, as this matter is further pondered and resisted, the “mystery” of  such is beginning to now make logical sense.

 Being the very center, heart of our 247 years, Union Republic under GOD, private/public, social fabric, in varying degrees, throughout before generations, the White House Itself (both Democrat and Republican, even that of Abraham Lincoln, as well as Trump), is naturally the most infected victim of this 404 years, unhealed wound of “systemic racism” to the embattled “Soul of America”,  as officially admitted by the living, 2008, Congressional HR #194 Resolution (Simple) “Apology For Slavery and Jim Crow”, please Notice…

5. Whereas the system of slavery and the visceral racism against persons of African descent upon which it depended became entrenched in the Nation’s social fabric;

7. virulent racism, lynchings, disenfranchisement, Black Codes, and racial segregation laws that imposed a rigid system of officially sanctioned racial segregation in virtually all areas of life;

8. Whereas the system of de jure racial segregation known as `Jim Crow,’ which arose in certain parts of the Nation following the Civil War to create separate and unequal societies for whites and African-Americans, was a direct result of the racism against persons of African descent engendered by slavery;

9.  Whereas the system of Jim Crow laws officially existed into the 1960’s–a century after the official end of slavery in America–until Congress took action to end it, but the vestiges of Jim Crow continue to this day;

10. Whereas African-Americans continue to suffer from the consequences of slavery and Jim Crow–long after both systems were formally abolished—through enormous damage and loss, both tangible and intangible, including the loss of human dignity and liberty, the frustration of careers and professional lives, and the long-term loss of income and opportunity;

11. Whereas the story of the enslavement and de jure segregation of African-Americans and the dehumanizing atrocities committed against them should not be purged from or minimized in the telling of American history;

As afore stated, should our requests and expectations continue to be ignored, it’s growing evidence that the Biden White House itself, being the central fabric of American society, is yet to be liberated from systemic racism, as fill all the qualifications of it being covered by “all areas of life”; the vestiges of Jim Crow continue to this day”; and your actions or lack thereof, is causing federal, black citizens to “continue to suffer from the consequences” of both the chattel slavery and Jim Crow maladies.

Therefore, no blame, nor offense to anyone concerned in this matter, I/we are simply following the sacred, healing, reconciling instructions of the Resolution whereby we can save and keep alive, “that great cause” of the 1776 Revolution.

So please be gracious of my long notes, as this matter is of the utmost, passionate concern, as homelessness resolution can only begin with the sincere intent to simultaneously address the “racially” wounded Soul of America.

My sincere apologies to you, me, your supervisors, the whole White House staff, including everyone in the federal government, all the American peoples, especially us black folks, for this horrific situational condition that we together, innocently have inherited and suffer from previous, unhealed generations.

At this time, there is no need for me to say more to you of this matter, as you, being privy to classified information, know more about this military matter than I/we do, but nonetheless, this is just a brief notice of what to us, is becoming more evident by the day, that my seemingly assertions warrant serious, quality, in person, in DC discussions with your supervisors in the Domestic Policy Council (DPC), et al.

Concerning the matter of topic for our Tuesday, August 29th Zoom session at Noon PCT and 3:00 pm EST for 30 minutes, I believe that we must have in clear understanding of this discussion, its meaning, what realistically and imperatively must be achieved, particularly as it relates to black citizen’s homelessness.

First, again I reiterate that the Justiceville-EXODUS II 2028, LA Olympics Initiate is not seeking federal, or local taxpayers’ dollars, as demonstrated by our not applying for the “All In: Safe” funding from either HUD nor HHS, or any other such sources, but rather, we black citizens have, are, and will continue request and expect those certain, US Constitutional “tools” legally provide to us black citizens to properly, and successfully effectuate it.

Remember.

On numerous, recorded occasions, we cited that such bequeathed authorities mandated in the January 1, 1863, President Abraham Lincoln Executive Order of the Emancipation Proclamation Sentence 2, B. and 5, specifically, conjointly and separately orders the “Executive Government (Republican Form – Art.4. Sec. 4, US Const.), and the military, etc., mandating…

“…will recognize and maintain the freedom of such persons, and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom”, adding “as is enjoyed by white citizens”, (Section 1, 1866 Civil Rights Act)

These two (2) federal laws authorizing their Subject Beneficiaries’ actual freedom and right to determine their/own destiny, has been summarily denied by the Biden White House (which professes to “have our backs”), since June 2022, when we initially zoomed with Ms. Helene Schneider during the Venice Beach Library encampment crisis.

Second, in our last communication, we mutually agreed that our questions, requests, and propositions for comprehensive, humane, i.e., non-military enforcement of homeless, US citizens “into permanent, “huge tent cities” of no return, even as pronounced by former, President, the Hon. Donald Trump (#45), dating back to that initial, July 27, 2022 proclamation, and is now a central portion of 20254 anti-crime platforms, was “above your pay grade” to address.

Therefore, in perfect understanding of your position at, and of USICH, being under the jurisdiction of the Domestic Policy Council (DPC), directed by the Hon. Susan Rice, with consultation from Ms. Valerie Jarett, and the Hon. former President, Barach Obama (his own admission), we kindly requested and sincerely expected you to then transfer us to the proper personnel who could legally respond, one way or the other. Yes or no, and why? to each response!  So far, nothing!

The two matters requested of you were/are:

1.     Executive Order forbidding military enforcement of homelessness, and that Order sent to Capital Hill for permanent legislation against the “loophole” in the national security.

2.     As 30 minute zoom session, emails, etc., are highly inefficient for addressing these deep, complex, sensitive matters, you were requested to arrange for my team to visit DC, i.e., the White House, for hours, even days of close quarter, in person discussions.

For over one year, we have not received any due respect of official answers, therefore, which tells of stealth, “systemic racism” deep with this Administration, therefore, unless this 30 minute discussion is about making arrangements for these two items, such a zoom session is mutually waste of our highly busy times.
Further, if our assertion of system racism is at work here, is false, then please explain why I, as a very unique black man with significant record of influence and trendsetting accomplishments, as a US, federal citizen, being an “any of them”, having an ignored, 38 years, strategic national plan proposition, “in any efforts they may make for their actual freedom”,  continues to be denied.
What are we to think?  What would you think, if you were in a similar situational position?

This federal law doesn’t say that the President, or the military must agree with our our “any efforts”, but simple “will do no act or act to repress” while recognizing and maintaining the freedom of such persons.

Well, along with several other Biden Administration acts, this denial, is just that.

While not overtly, but is rather, covertly “repressing such, persons in any efforts (EXODUS II) they (Justiceville) may make for their (Subject Beneficiaries – not yours) actual freedom.” The question is, Why?

 

In our last letter to you, dated July 19, 2023, we said the following:

“Sadly, this resistance, even to the President, taking our recommended actions against the Trump military enforced, relocation option, is beginning to appear as political, social status, and alarmingly, systemic, if not out-right anti-economically poor, black man racism against myself, and my undefended American African, federal black citizen-peoples.

Such is also puzzling that your superiors, the Hon. Susan Rice, Ms. Valeri Jarrett, and former President, the Hon. Barach H. Obama, et al, who are supposedly black, or at least representing themselves as such to us who are, have thus far rejected our non-money-oriented appeals. Very strange behavior indeed!”

While we deeply appreciate you personally and professionally for the would-be now three-third 30-minute Zoom sessions, unless, our upcoming discussion is about the aforementioned matters, there is no need for any further talks at this time.

Perhaps, in the future, as matters continue to worsen we can have that arrangement.

The Military Enforcement Option Is Increasing
Finally, we have been doing some further research on the potentiality of federal or federalized armed forces involvement in this domestic, civilian matter of national security, and have discovered that despite the limitations of the 1897 Insurrection Act, and being a bit bolstered by the 1878 Posse Comitatus Act, military enforcement prowess in civilian, law enforcement affairs has exponentially grown in recent years.

The Unleashing of the Military Force Against Civilian, Societal Caused Maladies

Apparently, though the 1807 Insurrection Act limited also allowed certain circumstances for federal military intervention into civilian affairs, which was buffered by the 1879 Posse Comitatus Act, military readiness for such has steadily increased even as late as 2021.

In 2008, the National Defense Authorization Act for Fiscal Year 2008 struck much of the existing text in section 1076.

That same section: The revised section of the law, section 1068 had one amended section that had multiple parts with the same exact text. These sections (as amended, and bolded to show the similar parts) read as follows:

Sec. 333. Interference with State and Federal law

The President, by using the militia, or the armed forces, or both, or by any other means, shall take such measures as he considers necessary to suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy, if it–

(1) so hinders the execution of the laws of that State, and of the United States within the State, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or

(2) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.

In any situation covered by clause (1), the State shall be considered to have denied the equal protection of the laws secured by the Constitution.”

Defense Support of Civilian Law Enforcement Agencies was enacted on April 5, 2018, under Mr. Trump.

Of course, there is so much more bearing out the legitimacy of our assertions and concerns, which we can later discuss in detail, that is, if you are willing.

Finally, please give us your response ASAP, as we must prepare for whatever eventuality comes from your response.

Activist to advocate, ally to ally, friend to friend, brother to brother, I do believe that our two hearts are of mutual passion around the matter of humanely (non-militarily) resolving homelessness, particularly that which is caused by the same systemic racism that plagues all other aspects of Americana.   

Also, you know that I’m keenly aware of, and sympathetically understand, as well as appreciate the predicament of your legal and protocol limitations in answering our credible requests.

Nonetheless, as such, I/we will remain in communications with you, and even alert you to our future strategies, again reiterating, seeking no federal tax or local taxpayers’ dollars, demonstrated by our not applying for funding programs from neither HUD nor HHS, etc.,

Without a doubt, you probably have seen these alarming reports, and being privy to classified information around homelessness, and its dramatic growths way out of reach of being resolved by the obviously multibillion dollar failed, “housing first” policies and associated programs.

As you know recently reported here in LA, that in the last four years, this community has spent over 17,000,000 $s, yet, contradicting USICH, and Mayor Bass’s statements that it’s being solved, with your own “All In”, now “All In Safe”, which has now predicted that it will have housed 25% of the homeless by 2025, with a whopping, and growing 75% “left behind”.

By the way, is its’ dateline before January 1,20250, mid, or end of that year?

Also, you know that every conceivable traditional and innovative program ideas, have been attempted, only to simply fail, except that which Justiceville has been proposing since 1985, even to every Presidential Administration to the present.

As we are not asking for money, but only the “tools” to implement our EXODUS II Initiative, it baffles us as to why there has been, and now, remains such resistance to our voluntary efforts.

There isn’t any other legal, 501-c3, homelessness resolution entity in America that has the record of our accomplishments, nor any comprehensive, strategic national policy and plan that resolves homelessness by VOLUNTARILY relocating homeless, US citizens away from the urban centers to wholesome environmental living of productivity.

 Sadly, this resistance, even to the President taking our recommended actions against the Trump military enforced, relocation option, is beginning to appear as political, social status, and alarmingly, systemic, if not out-right anti-economically poor black man racism against myself and my undefended American African, federal black citizen-peoples.

Such is also puzzling that your superiors, the Hon. Susan Rice, Ms. Valeri Jarred, and former President, the Hon. Barach H. Obama, et al, who are supposedly black, or at least representing themselves as such to us who are, have thus far rejected our non-money-oriented appeals.
Very strange behavior indeed!

Perhaps, The Most High willing, such resistance on their parts will soon change for earnest and good cooperation, not so much for the homeless sakes, or even black citizens, but rather for their own Shalom-peace of heart and mind, and the sake of our Union Republic’s survival and prosperity.

Long time since we last communicated, as I was waiting to see if matters would improve before sending the below letter to POTUS, of which, we trust that you will pass on to the proper personnel and office in the White House which handles these kind of matters.

Please pardon the length of my notes and letters to President Biden, but I’m a literally, struggling for my life, that of my peoples, as well as all pained and stressed American citizens, and our beloved Union Republic.  So, I’m very passionate!

No need in wasting time rehearsing how horribly frightening that “visible” encampment homelessness culture has become and is becoming, as you, of all people know far more than most, even myself, having privy to classified information, the real assessment of the matter, but for understandably, security reasons, won’t reveal it to the public.

Being straight here
This matter of which, for some strange reason, after nearly as year of, you or someone in the Administration is refusing to properly address as requested, that of the dreaded, Trump intention of military enforced, homeless relocation to essentially, permanent, internment camps.

Well, as our request is so far being officially refused, we are left with no choice, but to believe that apparently, in our limited view, in interest of protecting the public’s health and safety of warranted complaining, community-neighborhood stakeholders…according to what must be an undocumented, classified, government perspective…such drastically desperate, military enforced action seems the only, viable, pragmatic, and rapid option to resolve homelessness before the 2028 LA Olympics, the 2026 World Cup proceeding, and the ominous, countable, 10% rise of homelessness, nullifies the USICH 2025 “All In Safe” objective.

Praying to GOD that I’m wrong about this military matter, but if this is indeed true, that certain government employees’ and elements are entertaining a private policy, then, for America’s freedom, please allow Justiceville – EXODUS II option be tried first.

As we are not asking for taxpayer’s funding, there is nothing to lose, but all to gain.

The reason for this win-win-win investment is, because all the “tools” needed are already the US Constitutional, federal laws, that are spiritually and justifiable bequeathed to their Subject Beneficiaries, i.e., American African, black citizens of the exclusive and only, federalized, super citizenship status.

In doing so, our Union Republic of the United States will immensely gain from it at home and abroad at the tables of international negotiations.

It’s my belief that your heart, Mr. Olivet, along with your overworked, due to over assignment, are truly sincere individuals, and as much, as you’d love to upon our request, but instead, are severely handicapped (in making any “out of the box” decisions, especially, on matters of this kind) by certain personnel and elements above your “pay grade”…

…but all that I ask that you at least try to represent these concerns to those individuals who will make the ultimate decision.

Let my Team and come to DC and spend some meaning time speaking with you through these matters.

As an American black man of unprecedented qualities of lived experiences, and uniquely gained knowledge honed from 38 years of voluntary homeless person, having an undeniable, trendsetting record of official, and non-official activities, as well as programs in homelessness resolution, such as Dome Village, and most importantly, the significant understanding of my person according the federal laws granted to my peoples whereby, “they may make for their actual freedom”, of which I present to POTUS. (Emancipation Proclamation, Sentence, B.)

 Finally, again, more for your and the nation’s sake than mine/ours, I/we humbly request that our federal government allow Justiceville, the last opportunity to rectify “visible” homelessness before any military action is taken.

Before our GOD, we deserve and have earned this respect from our federal government, as it’s our, we black people’s last ploy for our full freedom as Constitutionally mandated.

It is my trust in GOD that as President, therefore, spiritual head of the United States, you and yours are well and blessed in these difficult days filled with distresses, fear, uncertainty, etc.

Dating back to August, after Mr. Trump’s July 27,2022 proposed intent to militarily relocate US homeless citizens into essentially, permanent interment centers, Justiceville, has repeatedly requested a response to his threat, but your administration remains strangely silent.
On that “silence” matter, the African American leaders, are also mysteriously dumbfounded.

Such suspicious behavior causes me/us, as well as others, to think that perhaps, you, as LA Mayor, the Hon. Karen Bass who also, privately do agree with the undocumented policy of military enforcement, which apparently has been in federal government, for at least three and a half decades before Mr. Trump even arrived, who in 2029, admitted that he did not know what to do about homelessness, but now suddenly, and mysteriously does.

It seems that the despised “MAGA leader” simply exposed what was around even before the 1987 establishment of USICH, when in 1985, Justiceville easily predicted, the “whispered”, “off the record”, undocumented, policy within the secretive “catacombs” of the federal government.

The Person and Justice of GOD In US Law and Tradition
Nonetheless, as you know, our beloved, exceptional nation is self-professed to be under GOD, Who Is The Central Figure of the Declaration of Independence; when lamenting on chattel slavery and HIS Justice, Thomas Jefferson, said he trembles; and HE, Who President Abraham Lincoln made covenant for the Emancipation Proclamation; written in our legal documents, inscribed on buildings, money, daily prayer to HIM in Congress, and swearing to Oaths of Office, even you more than most, regularly invoke HIM, loudly proclaiming, “For GOD’s sake”.

 This, our GOD, rules in the kingdom (governments) of humanity, giving it to whomever HE wills, even the worse of them (Daniel 4:17) including the United States, where HE sat you, as HE did with aforementioned, in the White House Oval Office desk, as President.

Well, good news sir! The GOD of America now expresses to you, that HE HAS heard your voice calling upon HIM for HIS sake, of which HE will show you what “HIS sake” is.

Also, you are to be reminded, that nothing is secret from HIS knowledge, and HE Is aware of the thoughts and private “off the record”, conversations under your military command concerning forced relocation.

Further, this matter negatively effects American African, federal, black citizens far more than every other ethno-racial identity, due to America’s combined 404 years (1619-2023) of unrequited injustice of systemic racism against us.

Based on your resistance to address this matter of black lives, is beginning to seem like the White House itself is practicing direct, “systemic racism” against me, a federal, black citizen, and my peoples of the same super citizenship status.

Therefore sir, you are cordially invited to heed the warning admonition of Thomas Jefferson, who in the exposing light of viewing chattel slavery in America, and considering that GOD, The MOST HIGH Is just in this matter, says, that he trembles for his nation.

Before this military violation of the Declaration of Independence, Emancipation Proclamation, Constitutional 1866-68 Civil Rights/14th Amendment Act (The Act), as well as international human rights laws, as to HE spoke to Pharoah (head of government) of ancient Egypt, The Great I AM Is graciously and mercifully offering you the following measures to take:

1.     First, no matter how practical it thought to be, immediately divest yourself and this federal government away from any sort of military enforced relocation of homeless, US citizens by issuing an Executive Order of such, followed by sending it to Capital Hill for permanent, Congressional Legislation.

2.   Second, In your interest and that of our Union Republic, as HE says to Pharaoh, The Most High, is saying especially to you, the head of the greatest nation in world history, to “Let MY people go” VOLUNTARILY away from the urban centers, i.e., “Egypt” into habitable places on federal lands, according the EXODUS II: 2028 LA Olympics Initiative, i.e., the “Promised Land” as prophesied by the late prophet Martin Luther King, Jr. on the evening of April 3,1968.

“I’ve been to the mountain top.  I’ve seen on the other side.  I may not get there with you, but I do believe, that as a people, we are all going to the ‘Promised Land” of America.

Sir, surely before GOD and black people who 2020 put you in office, you won’t deny prophet MLK, the greatest civilian citizen in US history.

America is lovingly/kindly admonished to not resist HIM as ancient Egyptian Pharaoh did during the First Exodus as recorded the Tanakh, Hebrew Holy Scripture.

Please remember, that GOD Who dealt justly with Pharoah and his citizens, is the very Same PERSON today addressing first you, and all other heads of State on this homelessness matter.

As a Christian Roman Catholic, sir, you can surely relate to the homeless matter via the experience of HIS Beloved Son, Jesus Christ, how He dwelt as one with them, saying that in the Judgement, When you have or have not done it to the least of one of these My brethren, you have done so to Me.” (Mathew 25:31-46).

Led by you, The Most High is saying to America, “In this sacred matter of homeless, I set before you, the POTUS, life and death for your Union Republic under GOD. You are to choose Who and What you will follow, which will determine the fate of all American, We the People.

Once again, Mr. President, on behalf of my A-Team, fellow homeless and black citizens, as well as every unsuspecting American, to immediately assign to meet and work with us, the appropriate personnel in the Domestic Policy Council (DPC) which has oversight of the USICH, but based on staff “pay grade”, is proven to be incapable to officially address our concerns.

Thank you kindly for complying with our expectations, as our GOD Who you invoke, “For GOD’s sake”, as this matter certainly is, above all others concern you and our government, bless us all in HIS mercy and grace,

If homelessness, per se, is to be humanely resolved according the abundance of capabilities of We the People of the United States, its imperative that We the People learn to re-imagine it and therefore devise the appropriate solutions.

The Housing First Policy Is A Proven Failure
Since its Congressional inception and establishment by the 1987 Stuart McKinney Act (35 years ago), the policy makers of the White House Domestic Policy Council (DPC), directed the US Interagency Council On Homelessness (USICH), to espoused the now proven failed, “Housing First” model policy, which has resulted in the huge, choking “bottle neck” situation of housing homeless persons in the mainstream stream, of which 98% of them who are capable of holding a regular, 9-5, “punch the clock” job, are correctly refusing them.

The government funded social services have therefore related their homeless outreach work around the failed “housing first” model, subsequently resulting in wasting billions of tax-payers’ dollars for nothing, hence, making homelessness worse.

Re-Imagine The Two Allegories Homelessness

II.  The Burning Mansion
A. A huge, beautiful mansion ablaze in fire;
B.  People escaping it, running away from it coughing and knocking flames of their clothing and hair;
C. The fire department equipment arrives, and the personnel thereof leap from the their vehicles running towards the fleeing persons yelling at them to return to the mansion.

Explained:

II. The Burning Mansion Is Mainstream Society;

  1. The escaping people are the homeless, being driven from the structure or system by the heat of its fire, i.e., stressed of mainstream;
  2. The fire department personnel are the social service providers espousing “housing first” related, rehabilitation programs designed to transition homeless back into the society-fire which initially drove them into homelessness.

Therefore, when speaking of mental illnesses in the “gaslighting” of homeless persons by trying to coerce them back into the situation, i.e., “burning mansion”, is the true definition of such societal sickness, whereas, the former are demonstrating signs of sanity.

II. Slave Off The Plantation – Taste Freedom

  1. Slave inadvertently wonders of plantation and doesn’t want to return;
  2. Slave master catches up with and admonishes him to return to plantation-slavery;
  3. Slave says “No sir, massa”;
  4. Master speaks kindly as says that upon slaves return, he will have better living quarters and food, even make a little money;
  5. Slave says “No sir, massa”;
  6. Master growls angrily, “Return or I will whip you”;
  7. Slave says, “No sir, massa”;
  8. Master says, Return or I will lynch you”;
  9. Slave says, “You just go right ahead, massa sir”;
  10. Master says, “You are living the filthy misery of a swamp, you are hungry, naked, and afraid. Why won’t you return to better life?”
  11. Slave says, “cause I’z free massa sir. I’d rather be dead and buried in my grave, than to live my life on my knees as a slave.”

From its 1985 inception, Justiceville has always espoused 3 basic components to resolve chronic, visible homelessness, they being:

  1. Presidential Executive Order to implement a strategic national policy and plan;

  3. Homeless voluntarily relocate and resettle on such lands, in the model of the first, willing immigrant British/English Isle-European into America model, as they two were homeless, having being pushed out of their fathers homeland by society stresses.

The Strategic Plan is simply one of human beings voluntarily decentralizing themselves from the urban centers to redistribute earths’ populations, with the homeless, having no roots in mainstream society, serving as the catalyst of the first, LA, USA model, emulated by global participation of all nations.

Such as massive, but necessary task must be both of private and public sector operation, beginning in the US by Presidential Executive Orders leadership.

This measure will rapidly reduce the volumes of mentally illnesses, including intoxicating, narcotic substance addictions, as well as psychotropic drugs for mental stability by my most people striving to live “happily” in mainstream society.

In fact, the medical science states that 85-90% of hospitalization are caused the high levels of stress in a visionless, therefore hopelessness society, caused by overpopulation in urban centers, which is an abomination practice to Nature and its Creator-GOD, Who admonished against urbanization circa 5,000 years ago.

However, as the processes of depopulation begins, and overpopulation decreases, humanity will naturally and spiritually transcend up into proper sane thinking and behavior conducive of a just, equitable, peaceful, civil society.

The social malady of homeless people is simply the subsequent or manifestation of society’s ills but, are “gaslighted” as criminals by the same.

It is therefore understandable why people who have been societal forced out, but into the public health and safety outlawed zones of homelessness, and therefore, have adapted, acclimated, even became one with homelessness, thereby discovering freedom from the bondages of mainstream society.

Said homeless persons have found tranquility in what mainstream views as misery.

Justiceville: The Beginning and The Ending
Born in the depths of the Los Angeles Skid Row, Justiceville is the first politically oriented (non-electoral) encampment of homeless peoples in the United States, created, named, and led by Civil Rights/social activist Ted Hayes, who voluntarily entered the worlds of homelessness.

Yesterday, once again, former US President, the Hon. Donald J. Trump reiterated his 2024 Presidential plan that promises to militarily force relocate homeless, US citizens into “huge tent cities on cheap federal lands”, which will evolve into permanent internment/concentration camps, all the while constructing 10, what he dubs, “Freedom Cities”, primarily for the wealthy.

Even if Mr. Trump, yourself, or any future US President resort to this draconian measure, in the name of helping and rehabilitating said homeless persons, the question remains:

 “Rehabilitate” them to what!?!?  Return to the same society stresses of the “mainstream” which initially forced them into homelessness?

Even so, the cost of living, i.e., affordable housing/rentals, daily sustenance, etc., will prevent them from returning to the cities from whence they were cleansed out of, therefore, never to leave what would be permanent internment-concentration camps, operated by social service contractors, including security firms.

In his statements, Mr. Trump dangerously “gaslighted” US citizens, who have been societal forced into homelessness, even criminalizing them, claiming that they rob fellow Americans of their civil rights, etc., seeming to be making excuses, i.e., preparing America for military enforcement, of which most will not object to.

Such dangerous rhetoric about the “mentally ill”, substance addicted, anti-social, even criminal behavior of this societally forced, class of citizens, i.e., homeless persons, feeds into the understandably, frustrated minds and souls of local community and neighborhood residents, innocently plagued by homelessness throughout the country.

This “gaslighting” of the homeless, particularly federal, black citizens, the overwhelmingly, disproportionate majority of the homelessness population, is certainly reminiscent of the early stages of Nazism in WWII era Germany.

As we recall, this educated civilized society, allowed its “crazed”, bombastic, “Make Germany Great Again” (MGGA) Fuhrer, to assail and attack the then outcasts, i.e., mentally ill, those deemed lazy, narcotic/alcohol addicted, disabled, elderly, disabled, the unwanted, homeless, et al, of society, with similar rhetoric as the now Trumpian plan for America.

Alarmingly, the Trump rhetoric is the growing, sentiment presently transcending Democratic-Republican Party lines, culture-war conservative and liberal antagonist, white and black communities, and neighborhoods throughout our country.

Furthermore, the White House, USICH, Domestic Policy Council policy, also expresses alarm at the rapid rate by which state, county, and municipal governments throughout our country, are increasing legislation against homelessness, i.e., the people.

Also alarming, is the unifying power of the Trumpian sentiment, in that the diversities of both the public and private sectors, are being moved into a universal, E Pluribus Unum – “Out of Many, One”, body politic, united by the words of the former President.
Who would have thought?!?

The Trumpian plan dangerously speaks of “cleaning up our beautiful cities”, where black citizens primarily reside, hence, the homelessness populations thereof, are American Africans, they/we are over 60% of homeless nationally, and only 11% of the general population.

We are America, not Nazi Germany!

The Most High has abundantly blessed us with the resources and technologies (“Yankee-Ingenuity”) by which Americans (unlike certain foreign regimes which deploys military enforcement to resolve societal-caused social maladies), as We the People together, can, must and will do better with humanely resolving homelessness, when shown how.

Should the military, i.e., federalized, State National Guard, be deployed by any US President, including yourself, to force resolve a societal-caused, i.e., “systemic racism” would mean the immediate end of our Union Republic’s, American Experiment in people-oriented government, instead of “strong man or few” totalitarianism.

The January 1,1863 Emancipation Proclamation, Sentence 2, B., orders that you as President, and the military do no acts to harm its Subject Beneficiaries, but rather to protect and support “any of them in any effort they may make for their actual freedom.”

“and the Executive Government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons, and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom.”

Surely, any Trumpian-like plan would harm to black citizens!

“Silver Lining”
Sir, this has exposed a “loophole” in our national security that you must immediately close, that regardless of how awful a societal-caused social malady is, never should military enforcement be utilized to resolve it, case in point, our present homelessness matter.

Ironically, the “silver lining” is, homeless, particularly the federal, black citizens, are the “canary in the coal mine” by which America will awaken to this danger, immediately rectifying it.

Should you and the military take no action to prevent the loss of American Africans’ freedom, we lose “The Battle For the Soul of America”, as the prophet, Martin Luther King, Jr., says,

“The marvelous new militancy, which has engulfed the Negro community, must not lead us to a distrust of all white people.  For many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny. And they have come to realize that their freedom is inextricably bound to our freedom.”

Therefore, We the People expect you to prevent this madness that Mr. Trump is espousing unchallenged, by taking the following actions, that we “may make for our actual freedom.”

1.     First, Issue the Presidential Executive Order that forbids the any military enforced resolution to a societal caused, social malady, i.e., the force relocation of homeless, US citizens into resettlement facilities, which will naturally evolve into internment/concentration camps

You are most welcome, and appreciate your note of best wishes, as I/we pray that for you and staff.

Such prayer for you is especially poignant, because next to the military and secret national security, USCIH has the most completed task in the White House, having only a 17 member staff, authority and financing to accomplish its 1987 Congressional commission to nationally resolve homelessness.

So, I/we do understand and sympathize with your predicament, particularly, even if you agree with us, USICH is not authorized to address our expectation of the President of the United States (POTUS), one way or another, of which we do respect and understand.

Repeating: The Expectation

1.     Phase I: Execute the Presidential Executive Order that forbids military enforced relocation and permanent resettlement of homeless, US Citizens into detention/concentration-like camps.

2.     Phase II: POTUS sends the Order to Congress for permanent Congressional Legislation.

Sir, it’s really puzzling as to why what, or whoever, has jurisdiction over this matter, can’t seem to give you/us a solid, immediate answer.  Yes or no!

Dating back 8 months, to the July 27,2022, 2024, announcement by the Hon. Donald J. Trump, former President #45 to militarily enforce the relocation of homeless, the Biden Administration has not met our persistent requests, but mysteriously remaining silent, as is the whole Democratic Party, and especially the Congressional Black Caucus (CBC), et al., which we black citizens have unquestionably supported since 1964.

And now we ask of the Democrats, one simple matter, albeit it does mean our “actual freedom”, or return to chattel slavery and Jim Crowism.

All we are doing, is heeding his August 11,2011 warning, that the Republicans “gonna have ya’ll back in chains”, etc., and thanks to him, we are taking the counter measures by expecting President Biden to rescue us from the Trump, or any other such plan.

It just doesn’t add up, as all that we expect of the Hon. Joe R. Biden, President #46, is simply to  protect us black citizens.

After winning the November 6,2020 election, on the 7th, he thanked and admitted his indebtedness to us saying, “You have always had my back, I will always have Yours.”

Well now, don’t you think that it is time for Mr. Biden to honor his promised debt, as there is stealth “knife” approaching our back.  If he can’t keep this promise now. When will he?

Alarmingly, none of the 74,000,000 plus Americans who ardently support the Republican leader, have not yet taken issue with him on this humanitarian matter.  That’s a lot of support, should Mr. Trump become 2024 POTUS #47.

As the apparent, 2024 Democratic, Presidential candidate, Mr. Biden will have to address the Republican, Mr. Trump’s intent for US citizens, so why not get on the offense ahead of it?

If executed, the Trump plan will destroy our Republican Form of Government, because such is the true essence of insurrectional violation of the mandates of the January 1,1863 Emancipation Proclamation; the 1866-68 Civil Rights/14Amendment Act; as well as the US Constitution and the Declaration of Independence, of which GOD is The Centra Figure;

Note: “true insurrection” occurred in April 11,1861 act of military, Constitutional rebellion against the federal Union in order maintain the right of peculiar industry of institutionalizes, “systemic racism”-causing, chattel enslavement of American Africans.

Therefore, based on the 1861, military enforced insurrection against the United States of America, the Trump, or any other such plan, is indeed, actual insurrection, particularly due to the reality that black citizens, whose ancestors were/are the center of the Civil War conflict, are the predominance of homelessness, today.

Finally, sir, to avoid these long letters, lets courteously arrange that my team can come to DC to have quality time to discuss this matter with the appropriate personnel, even as we did twice with the Trump Administration.

 At least that USICH respectfully afforded us ample opportunities to discuss with them in person for several hours, each time, as well as emails, texts and phone conversations, by which they learned plenty from us.

Also, in turn, you can assure us as to why we have no need to fear, or be paranoid of the military option, as you have verbally said, it does not exist…but we need that in official writing.

A-Team is prepared to travel anytime, ASAP, or we can initially go up to Santa Barbara to meet with Ms. Schneider.  Or we can conduct another, but longer extended zoom. What do you think?

If nothing else, you will find our visitation well worth it, even as did the Trump USICH, which according to him in the spring of 2019, he admitted not knowing what to do about homelessness.

Then some 3 years later, after learning from us, Mr. Trump comes up with two perverted aspects of the Justiceville EXODUS II initiative, in the matter of federal lands of permanent housing for a mixed, sociological scales communities, completely new in concept, planned, 21st Century Tech, government chartered (federal, state, county, municipal) villages, townships cities, etc.

From the July 2-4,1776 inception of this Union Republican Form of Government (Art. 4, Sec.4, US Const.) “nation under GOD”, for all practical purposes and intentions, American African, federal, black citizens are, indeed the living, breathing manifestation of America’s Sacred Soul, and “Heartbeat”.  Should we perish from the earth, so will America!

In the proverbial wisdom of governmental bureaucracy, when civilian citizens, duly seek requested, and expected results from their tax-paid, government service employees, including US Presidents, it is said, “the squeaky wheel gets the oil.”

Well sir, here are some more “squeaks” for you, in hopes of getting the “oil”. (smiles)

We the People, the soul and heartbeat of America, duly expect you to outlaw any policy and/or plan that militarily enforces the relocation of INVOLUNTARY homeless, of which are disproportionately, federal, black citizens, into resettlement facilities.
Disappointingly, thus far, you have not complied with!

We don’t demand, nor beg, but rather by US Constitutional law, and the January 1, 1863, Emancipation Proclamation issued by President Abraham Lincoln, respectfully expect of you in good, reciprocal faith, to take the following, appropriate action to:

    1. first, issue the Presidential Executive Order that strictly forbids any kind of military-enforced relocation of homeless, US, citizens, especially those of chattel slave heritage;
    2. second, send the Order to Capital Hill for permanent Legislation.

Also, as there is much to be discussed in this unprecedented situation, we expect you to immediately arrange in-person meetings with the appropriate staff.

It is our mutual and solemn patriotic duty to enthusiastically work together in response to your August 14, 2011, seemingly correct warning and admonition to American African, US, federal, and black citizens.

With the solemn weight of the Office of the Vice President under the Hon. former President, Barack H. Obama Administration, you said that if black citizens didn’t stick with the Democratic Party, the Republican Party, now “MAGA” dominated, of whom you quite often speak negatively of, as the worse sort of human a man can be, saying, “They gonna have ya’ll back in chains”.

Unfortunately, and apparently, your correct prediction is in actual motion by former President, Donald J. Trump’s July 27, 2022, now pronounced, 2024 Presidential intention to militarily enforce the resettlement of all homeless persons saying,

“I will put all the homeless in huge tent cities on cheap (federal) lands outside of town, in one day”. The “one day”, connotes a massive military operation.

Sir, we dare not take this national security matter, lightly, but rather as our highest, and immediate priority, being that Mr. Trump already has a growing, over 74,223,000 ardent followers, who thus far, have not contested his draconian plan, meaning they agree with it. That’s, half, of America. This…is alarming! Don’t you think?

Such military aggression against homeless persons is reminiscent of the WWII era, understandable, but wrongly perceived fears of Americans, of which the then, Hon. President Franklin D. Roosevelt (D), issued Presidential Executive Order #9066, which militarily forced the relocation of innocent, American Japanese citizens into internment/resettlement camps.

These two dynamics in mind, combined with your refusal to immediately Order and legislate against such injustice, concerning homeless persons, make more plausible our justified suspicion and underlining paranoia, even as a part of our cultural lore, of what for generations, we American Africans have long suspected, that one day,

…the proverbial “white man” would retrieve us, the sacred Soul of America, back into chattel slavery and Jim Crowism, or total annihilation into political, economic, and societal, oblivion of in-consequence.

The elimination of black citizens’ treasured value in the world, what you again have correctly identified as a white American, anti-black, “systemic racism” society, (built upon the backs of our chattel enslaved ancestors), is tantamount to the national suicide of America itself, as the late, young prophet Martin Luther King, Jr, prophesies in “I Have A Dream”,

“For many of our white brothers…have come to realize that their destiny is tied up with our destiny.  And they have come to realize that their freedom is inextricably bound to our freedom.” (my edit)

Since your 12 years old warning, other than admonishing America’s Soul to trust the Democrats over the Republicans, which we have loyally done, you have not met your reciprocal responsibility, even as our state and fate in America are portending doom for us as a people…homeless being its ultimate statement.

Honestly sir, isn’t it now warranted for us to expect of you in turn, to immediately fulfill your moral and legal obligation, even before The Most High GOD Who has sat you in the seat of POTUS?  We say this, because when promoting your views, you often invoke HIM, saying,
“For GOD’s sake!”

Also, remember, on November 7, 2020, in thanking us the Soul of America, for voting you into the Presidency, saying,

“You have always had my back, and I got yours.

It greatly appears that while being distracted, something very harmful is rapidly sneaking up to the unsuspecting backs of America’s soul, i.e., American African, federal, black citizens.

Sir, the best way that you can immediately have our “backs”, who with GOD, made you President, is to immediately comply with our expectation.

So, for GOD’s sake, sir, make good your sacred own words!  Didn’t GOD say in the Bible, “By your words, you shall be justified, and by your words, you shall be condemned?

In the cold face of this rapid, oncoming military threat, you are ordered by the Emancipation Proclamation, et al, to empower black citizens with the “arms” – “tools” granted us by federal law, that we might save ourselves from yet another, seemingly intended, “systemic racism” injustice against black citizens.

Instead, your administration continues to deny us the right to our own self-determining, strategic plan by which we will save ourselves, from what you predicted.

Such continued noncompliance is in direct violation of the Emancipation Proclamation of Sentence 2, B, mandating the President and military to support us “in any effort they might make for their actual freedom”, even if you disagree.

This most warranted inheritance for self-empowerment is bequeathed for all time to the American African, “Soul of America” by Lincoln and the 1854-56 Republican Party.

Therefore, as we are taking your warning seriously, you should applaud, and not resist the 160 years (1863-2023) awakening to our identity in the US Constitution, Emancipation Proclamation, and 1866/68 Civil Rights/14th Amendment Act of federal, super citizenship status of black citizens.

A Great and Disturbing Mystery
It just can’t be, that our “squeakiness’ should bother you who professes to be the political champion of black citizens who are now endearingly, street-renowned, as “Biden’s blacks.”

Yet this, even in spite of your insulting questioning of our GOD-bestowed identity, saying that if we don’t vote Biden, “you ain’t black”, for some mysterious cause, we dare to still look to you, as we do to Lincoln.

Since your political, arch-rival, the “MAGA” Republican leader, Mr. Trump made his July 27, 2022 announcement, you have mysteriously denied our legal, justifiable, moral expectations of every POTUS to protect us.

Also mysterious, is the deafening silence of African American civil rights entities, and their “usual” suspect spokespersons, the Congressional Black Caucus (D), “Conscious of the Congress”, including LA Mayor, the Hon. Karen Bass, the ACLU, Black Lives Matter, all the groups that think they hate Donald Trump, et al., makes us even more suspicious.

you are indeed in agreement with the “racist, white supremacist”, Trump’s,…

Please place the attached letter to the Hon. President R. Biden at the appropriate White House desk, of which is likely located in the Office of Domestic Policy Council.  Such cooperation would be much appreciated.  Thanks!

The predicted, massive failure of the “king” of SRO housing, the Los Angeles Housing Trust, an eventual fate of all such programs, makes even more plausible the only necessary and practical option of the FEMA directed, federalized deployment of a military enforced, relocation of INVOLUNTARILY homeless, US citizens into resettlement camps.

 For 3 ½ decades, Justicevilles’ documented warnings and preventative admonitions, went into deaf, noncaring, or unwilling ears to hear, as acceptance of them would foil the already, undocumented, federal policies and plans for the military option.

Two years before USICH was established by Congress in 1987, Justiceville had already predicted the following:

1.      …the federal government entities, primarily HUD, HHS and VA, under the auspices of USICH, i.e., White House, will inadvertently, or intentionally maintain the status quo conditions of homelessness, via its’ now proven failed, “housing first” policy;

2.      …subsequently, when the outrages of local residents, including calling for more draconian, anti-homeless, racist-Jim Crow-like, public health and safety legislation, of which the White House rightly condemns, there will be very little, if any, protest against military enforcement.

It now ever more evident that USICH is unable to effectively address these dynamics, nor able to humanely resolve the added homelessness of the daily growing, 7,000,000 plus, foreign nationals, illegally within our country, further complicating our domestic matters.

With the coming 2028 LA Olympics, preceded by the 2026, LA World Cup Soccer, there is great impetus to have this matter fully “squared away”-resolved by then, for obvious reasons of public health and safety, and world imaging of America.

Even the USICH, All In “housing first” model admits, that it can “house” only 25% of the nationwide homeless population, leaving a staggering, 75% to the necessity of impending military enforcement, nation-destroying nightmare.

The Hon. LA Mayor, Karen Bass’s “Inside Safe” plan of pushing homeless encampment persons into motels and hotels, fairs no better, as it can “house” just a mere 17,000, leaving behind a growing 40,000, plus.

What will Ms. Bass do with the 40,000 left behind?

Apparently, the Mayor is relying on the eyer of local property owners, residents, even street police officers to become “fed-up”, not with her, but rather, the “gaslighted” homeless, who are transformed from homelessness, into public health and safety lawlessness…subject to imminent and military arrestment.

As you also know that the much vaunted, “housing first”, SRO “show model” of the LA Housing Trust, has completely gone bust in every way imaginable, as was predicted, and is the looming, but preventative fate of all other such programs in our country.

This massive failure increases residential anger, fears, frustrations, etc., making the military enforcement model, even more plausible, practical, and welcoming.

Even more shameful and alarming, is the American African, federal citizens, are the disproportionate, national, and in Skid Row, the literal, numerical majority of homelessness.

As the White House policy condemns America’s, white-Caucasian created, “systemic racism”, one would think that its’ responsible desks and personnel, would morally as well as legally, leap at the opportunity, that this black citizens’-based proposal, presents.

It seems that racist system which pays your salaries, for some strange reason is not allowing to collaborate with us and our documented, non-government funded, strategic national homelessness resolution plan.

Such systemic racism is plainly demonstrated by your obvious disrespect and rejection of a fully committed, triple-lived experience, elder black man, who happens to be in possession of highly potential successful strategic plans, yet, deserving of implementation.

This delinquency, led by USICH, is also the “MO” of the failed social services funded by billions of federal dollars.

Soon, I/we, will explain the cause for the massive failure of the LA Housing Trust, SRO program, and offer a corrective remedy to the matter, if you care to accept it.

Just some thoughts for whomever in the White House is accountable to what Justiceville is presenting.

With good anticipation, we expect responses from you on these matters.

Trump to militarily enforce the relocation and resettlement of homeless citizens, most of whom are disproportionately black, i.e., American Africans, into permanent, “huge tent cities”, essentially being internment camp facilities in 1 day, I/we have repeatedly, requested your position on this matter to no avail so far.

While during our December 2,2022 zoom session, your able, USICH Executive Director, Mr. Jeff Olivet confessed that the Biden Administration doesn’t support the Trump proposal, and nowhere in the White House, nor any federal department is such a policy.

This, we found is great and relieving news, however, to be safe and secured, I/we requested that your position must be formalized in writing, ensuring that no such policy and plan of action, exist, or ever will be.

However, Republican Presidential candidate Trump defies your, i.e., Democratic social agenda programs saying they all have failed, and that he will take over, and save our cities, by forcing homeless and “mentally ill”, US citizens driven into homelessness by America’s failing societies, into what amounts to concentration camps as expressed in the following article, and many others of such,

“Trump Wants Concentration Camps and Presidential Control of Domestic Troops…saying ‘the next chief executive should take control of the National Guard from state governors and deploy troops to quell cities.”

“We have to take back our streets and public spaces from the homeless, the drug addicted, and the dangerously deranged. What’s happened to our cities?” he said. “We’re living in such a different country for one primary reason: there is no longer respect for the law and there certainly is no order. Our country is now a cesspool of crime.”

“We have blood, death, and suffering on a scale once unthinkable because of the Democrat [sic] Party’s effort to destroy and dismantle law enforcement all throughout America. It has to stop, and it has to stop now.

“We believe that every citizen of every background should be able to walk anywhere in this nation at any hour of the day without even the thought of being victimized by violent crime,” he said. To build this utopia, America’s leaders must “be tough and be nasty and be mean, if we have to.”

“Perhaps some people will not like hearing this, but the only way you’re going to remove the hundreds of thousands of people, and maybe throughout our nation millions of people,…is open up large parcels of inexpensive land in the outer reaches of the cities, bring in medical professionals…build permanent bathrooms and other facilities, make ‘em good, make ‘em hard, but build them fast, and build thousands and thousands of high-quality tents, which can be done in one day. One day. You have to move people out.”

The Republican leader goes saying,

It’s my rational belief that military and security professionals are privately discussing this matter, albeit, there is no written or recorded documentation of such, at least that I/we know of.  Perhaps, you do, and need you to make known your position to America!

So, I do agree with the author of this article, that the 2024 Presidential election is ultimately about which political party will control of the US military, either Republican or Democrat, because the circumstantial situations of American society is demanding it.

Interestingly, we twice asked the same of the Trump Administration’s USICH staff, of which Executive Director Robert Marbutt, Jr., as your Mr. Olivet, also professed that no such plans or policy was in the White House, nor any federal department.
Yet, just under 3 years, the former President has made forced relocation of homeless, a central “plank” of his Presidential Campaign platform, of which at some point in this political year, you will have to address it.  So why not get out front of this and address it now.

The only way that the American People can be assured and our anxiety relieved, is by Presidential Executive Order that forbids such military action; and immediately following, you send it to Capital Hill for permanent legislation.

In fact, this Order and permanent legislation is based on the January 1,1863, Emancipation Proclamation issued by President Abraham Lincoln, which according to Sentences 2, B. and 5, any military such planning now, or to be in the future to militarily enforce the relocation of homeless, US citizens into resettlement centers, internment-concentration-like camps and facilities, is strictly prohibited.

Due to your hesitancy to act,we are growing more inclined to believe that apparently you are in a contradiction-filled, political quandary similar to what Lincoln experienced before issuing the Emancipation Proclamation, therefore, it’s in your interest to simply allow its Subject Beneficiaries to assist in this matter.

According to the Emancipation Proclamation, as Chief Officer of the Executive Government, as well as Commander of the military, issue the Presidential Memo ordering all pertinent White House staff, and federal departments to comply with “any efforts they/we might make for our actual freedom”, i.e., “equal justice/protection under the law” citizenship “as is enjoyed by white citizens” (The Act of 1866, Section 1).

This is what the late prophet, Martin Luther King, Jr., is prophesying to you today in “I Have A Dream” saying,

“This sweltering…of the Negro’s legitimate discontent will not pass until there is invigorating…freedom and equality.”

“America…will have a rude awakening if the nation returns to business as usual.”

“There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.”

Hence, before Heaven and Earth, in this fierce urgency of now, you are implored to grant us safe, supportive “passage”, whereby we might finally apprehend the legal and moral inheritance so graciously bestowed by law upon American Africans of chattel slavery heritage, that we may rescue ourselves from an impending doom.

In this way, we are empowered to help win “The Battle For America’s Soul”, thereby “more perfecting the Union” and Keeping Our Republic.

Sir, as a patriotic citizen(s), and social activists voluntarily working for 38 years on helping to humanely resolve homelessness, I attest that my and other NGO’s working on it, from this time forward, can’t effectively continue our efforts, until this matter of military enforced, relocation of homeless by law, is assuredly not an option.

In closing, we expect you to conduct yourself according to the demands made upon by the Emancipation Proclamation and the US Constitution, and issue that needed Presidential Executive Order preventing any military enforced relocation of homeless persons.

Being Presidential authorized by Sentence 7 of Emancipation, the “Black Troops”assisted the Presidency (Lincoln) in winning the then, Union Republics’, “Battle for the Soul of America”; the “Biden Blacks” now seek to exercise their/our freedom “license” in similar manner as their/our ancestors help you Keep the Republic.

This nightmare scenario could only occur should We the People, which includes you too, Mr. President, elect militarism to resolve a society caused, social malady, instead of the Ideals of the Declaration of Independence and Constitution.  Hence, the end of the American Dream experiment in a Republican Form of Government, as opposed to that of “strong man” tyranny.

Nonetheless, you are legally and morally fully equipped with the 1866 Civil Rights Act, Sec. 4, to make accessible to us direct access to the necessary, morally influencing, Presidential authority, as well as all associated, military resources, as ordered by the Emancipation Proclamation, bequeathed us chattel slave descendants, by Abraham Lincoln “to more perfect the Union.”

As previously letters stated, in our defense, and that of all Americans, duly expect you to:

This is my/our third letter to you concerning the July 26,2022 Trump Military Option Proposal to force relocate homeless, US citizens, who are disproportionately American Africans, of which your White House policy states that “systemic racism” is the primary cause of, into, his words, “Huge tent cities on cheap land in one day, outside of town.”

Sir, this is essentially an act of creating internment/concentration camps, similar to how they were created by WWII Nazi Germany, and the US interning of American Japanese citizens.

What is expected of you as President of the United States (POTUS), is not controversial, but in fact, I/we are heartfully heeding, thanking you for, and acting on your public warning issued to us black citizens on August 14,2011.

On that fateful date, you warned, “They going to have y’all back in chains” of a modern-day chattel slavery, particularly via the criminalization the homeless, US citizens, being supported by the 13th Amendment, Part B, “except in prison”, hence, the present and growing prison industrial complex (PIC), closely interlocked with the homelessness industrial complex (HIC).

The Republican Factor
Of course, the “they” you said are the Republicans; and the “chains” are the “huge tent cities on cheap land outside of town” essentially, interment-concentration camps as proposed by Mr. Trump, a so called, “MAGA” Republican leader.

As you predicted, alarmingly, on July 26, 2022, now as a major portion of his 2024 Presidential campaign platform, if reelected, a Republican will dispatch federalized, State National Guard, under FEMA direction, to enforce the permanent, military relocation of homeless, US citizens into said facilities.

Of course, unless you are reelected, and your prediction becomes self-fulfilling.

However, you can end that risky matter right here, right now, whether of you or Mr. Trump, right where, by being the true Lincoln protégé’ completing his unfinished “great task remaining before us — that from these honored dead, we take increased devotion to that cause for which they (North and South Civil War soldiers) for which they gave the last, full measure of devotion” (Gettysburg Address)

Furthermore, now within your grasp, you sir, now have the honored opportunity be a significant part of wearing the mantel of President Lincolns’ incredible, GOD-granted legacy in this sacred matter of the Americans around whom swirls the world’s greatest struggle for human moral dignity.

The chattel descendants, particularly they of South Carolina, the confederate state which imported and processed through Charleston over 40% of the combined British Colony & USA slave, were the blacks who made you leader of the Western World.

Is it indeed, too much to expect of you sir, if not in legal terms as POTUS, or in that of moral human dignity, do so as political “payback’ business.

Regardless of the 2024 victor, history will record that you in redeeming and reconciliation fashion according to the 2008, Congressional Resolution HR #19 (Simple), Apology for Slavery and Jim Crow, of which you, then as candidate-VP elect, etc., were aware.

Historians will say, “This is his eternal legacy. It was started by Joe, who waged and won the battle for the soul of America”.  Of course, there are a plethora of healing ironies that will result from your Lincoln-like role, which I/we can demonstrate to you, allowed the chance.

Your choice sir!

Before “The Supreme Judge of all the world”, we solemnly expect of you in the Lincoln mantel, to immediately take the imperative measure that will prevent Trumps, or any other such militaristic plans that may or may not be developed or developing policy within any federal or state government departments from ever materializing in our Free Republic.

A Commander in Chief, it’s expected of you to lawfully, and morally, order the stand down of a pending, potential militaristic action against domestic homeless, US civilians, including military Veterans, to prevent dissolution of the Union, and to Keep Our Republic, thereby avoiding the predicted failure of the American Dream experiment in people governance, instead of “strong man” tyranny.

This nation altering, Presidential Executive Order commands the “Executive Government…the military” to “do no act of acts to repress” American African, US black citizens.

As you know, your “All In” Plan of USICH admits that it can house only 25% of the national homeless population by 2025, leaving behind a growing, 75%, plus the ever, daily addition of thousands, 5,000,000 Foreign Nationals, thereby, in light the two world, sporting events in Los Angeles of 2026 and 2028, there is greater probably for military enforcement operations.

Perhaps, I/we are foolishly and unnecessarily paranoid about the military option, but as the King Solomon admonishes,

“The wise see danger ahead and avoid it, but fools keep going and get into trouble. A prudent man sees the evil, and hide himself; But the simple pass on, and suffer for it. The prudent see danger and take refuge, but the simple keep going and pay the penalty.” (Proverbs 22:6)

On August 14,2011, you actually warned us American Africans about this very matter saying, “They going to have y’all back in chains”, i.e., the plantations of a modern-day chattel slavery.

The Narrative
Your Strategic National Plan, dubbed, “All In”, an apparent poker card gambling term, admits that that it can only house 25% of the nation’s homeless, with 75% left behind to a fatal, military fate.

With the increasing numbers and complexities of domestic homelessness alone, out frustration, most local neighborhood stakeholders will all the more welcome military enforced, relocation of homeless, even as their calls for more state, county, municipal, anti-homeless legislation, preparing way for military action.

Then again, there’s the ominous, 5,000,000 plus, daily growing by the thousands, Foreign Nationals now homeless, also being a public health and safety threat within our country, rapidly draining resources belonging to the domestics.

Since the July 26,2022 Trump, Military Enforced Relocation Proposal, we have consistently requested from Mr. Jeff Olivet, Ex-Director of USICH, your response to the Mr. Trumps proposal, simply asking whether you agree or disagree with it, of which we never received a satisfactory response.

We Want It Secured In Official Legislated Writing
Finally,
during a Friday, December 2,2022 zoom meeting between my A-Team and USICH, Mr. Olivet emphatically stated that you do not agree with the Trump Proposal, nor is there within the White House, nor any federal department such a policy that military relocates homeless persons into internment camps…of which we were and are glad to hear.

Of course, we replied, please demonstrate this commitment in official writing as previously mentioned, but have not yet, over one month later had our request met.

You see sir, twice this matter of military enforcement relocation was asked by us of the USICH lead staff of the Trump Administration, and they too, recoiled and vehemently denied such a policy in the White House or any federal department.

It is understood that you “do not have a mechanism for sharing your letters directly with the President”.

As stated in previous letters, “All In” doesn’t actually apply to us, because you have admitted your inability to answer our questions, nor qualified to properly address our positions, thereby leaving our works  stymies, and able to meet our EXODUS II 2028 objective.

This is precisely why we have correctly requested that our business be transferred to qualified personnel or desk to answer questions, such as the Domestic Policy Council, and its’ director, the Hon. Susan Rice.

Apparently, in terms of “collaboration”, it now appears that NGO’s, such as Justiceville, which see objectives not exactly as USICH, which is the “housing first” policy, are not allowed at the strategic table.

For example, when mentioning the crisis of systemic racism against black citizens, “All In” doesn’t instruct on how to reform into systemic rectification, yet is consistently denied us our due expectations to execute any effort that we deem for our “actual freedom.”

As a veteran, “OG” activist of the late 1960’s Civil Rights and Peace Movements into homelessness 1985, on3 would think that I and my Team would by now, be heeded.
However,being devoid of such lived experiences, to be fair, how can I/we expect you, and the non-black citizen USICH staff be empathetic enough to actually begin the actual dismantling of “system racism” functioning within the White House itself, by complying with our expectations.
For 35 years, USICH itself has had the personnel, funds, and Presidential authority to have resolved this matter by now, yet, all to no avail, as matters are daily getting worse.
Such is especially poignant by now added, growing, 5,000,000 plus Foreign Nationals now homeless, inhumanely suffering the brutal brunt of this unusual, American winter within our country, of which there is no indications of what the President intents to do about it.

Yet, with all this looming, having the impetus of two back to back, world sporing events of 2026 and 2028, its seems, I/we can only speculate why the DCP is restraining the Justiceville Ideals, which clearly has a greater grasp of racial reconciliation, and homelessness resolution.

Essentially, as a black man, I am being held on a systemic racism “plantation” of sorts, whereby the only way I/we are allowed to collaboratively “help the homeless”, is by the way that USICH sees it via the POTUS’s “All In” plan.

Therefore, on this matter of homelessness resolution, is such is your policy… then lost, is the “free market” of ideas in federal government.

Such behavior is not equitable, but rather, as huge portion of the systemic racism that President Biden correctly condemns.

Therefore, please, in all good equity, and honesty, transfer us to Domestic Policy Council, or somebody or thing that which is qualified to work with us, of least answer our legitimate questions. In other words, please get us your supervisor.

Everyday, NGO’s, not just those outreaching to homeless, et al, but also, seeking and getting federal, tax payers’ financial grants for many and varied causes, some highly important for research projects, to extremely frivolous.
Once again, my Team is not seeking such, but rather, we seek that Presidential granting to execute the authority granted to us American Africans in any efforts that we deem for our “actual freedom, as is enjoyed by white citizens”, according to the Emancipation Proclamation and the 1866 Civil Rights Act.
Again, no money, just the lawful granting to save ourselves accordingly.
Our request doesn’t: burden the tax payers’, but are an asset to resolve their correct homelessness resolution concerns that USICH admits it can’t address, i.e., the 75% “left behind” by All In.
If not, please explain why you are so hesitant to help us to help you.
Your continued resistance contradicts everything on racisl EQUITY that President Biden stated to us black citizens at the Ebenezer Baptist Church of MLK.

It is becoming more evident, especially given the time frames of the 2028 LA Olympics, preceded by the 2026 LA World Cup, that drastic measures are privately or classified being prepared to resolve the homelessness crisis before the prying eyes of the global international communities will begin to taking scrutinizing notice of how the USA will address it.

Presently, given the organic, national rise of local governments legislating homeless persons as public health and safety “outlaw” criminals, thereby subject to imminent arrest, it appears that there is a growing, and dangerous sentiment by understandable, frustrated stakeholders, i.e., neighborhood residents to welcome military enforcement operations.

This in the light of what occurred during the 1984 Olympics; the August 1987 Papal visit of John Paul II; and 2021 Super Championship(s) games; and most recently, the inauguration of the Hon. Karen Bass as LA Mayor, wherein in each incident, homeless, US citizens were forced relocated, i.e., “leaf blown” away, only to return.

However, this time, there will no “leaf blowing” operations, but rather, carefully orchestrated, military enforced, relocation of the homeless into internment-concentration camps indefinitely, because the high cost of “mainstream” lifestyle forbids their return.

After 35 years of annually witnessing the constant inability of USICH to resolve homelessness, it appears that military enforced relocation option is actually developing into reality.

Therefore, it’s necessary for the sake of helping to prevent this Union Republic’s total demise, that I/we, site the reality that USICH “house first” policy is an ignorant, ill-informed by the social service activists, a one-dimensional approach that is doomed to failure as predicted.

In fact, housing is totally an impractical ventures, especially given the reality of the 5,000,000 plus, Foreign Nationals, who are scattered homeless thought our country, 98% of whom there is not documentation nor locales.

Also, the tragic reality that USICH can house only 25% of America’s domestic homeless, while 75% are “left behind”, it is total impossible to house the ever growing masses of Foreign Nationals entrapped in American homelessness.

While preparing another email to you, I’ve been impressed to pivot and present an option for consideration of Justiceville’s addressing the various aspects that USICH’s “2025 All In” objective, conjointly with that Los Angeles Mayor, the Hon. Karen Bass Plan.

The Union Republic’s huddled masses yearning to breathe Free…away from overpopulated, high cost of living, super stressed, causing substance addiction (alcohol, illicit, physician prescribe psychotropic narcotics), and turbulent, societal oppression…Yes, send-consign these, that the USICH ‘All In” and LA Bass plans is admittedly leaving and “left behind”, Mr. President, which the tempest of ‘mainstream’ society tossed away to EXODUS II”.  If not, why not?  If yes, when?

“All In” and “LA Bass” Plans Are Self-Admitted Inability
According to the USICH “2025 All In Plan” promising to house 25% of the homeless, while an increasing 75% are “left behind”; and the Bass Plan, pledging housing for 17,000 encampment dwellers, which is 28% of LA’s homelessness population of circa 60,000 individuals within the first year of her administration “leaving behind” a growing 72%.

Time being of the essence with the organically growing, nationwide increase of state, county, and municipal legislation further outlawing homeless or un-housed American citizens, while it appears that “All In” is surrendering the ever increasing “left behind” 75% to the military option.

Along with the growing, unwarranted criminalization of these American citizens, is their increasing numbers from being exiled out of society into the outlawed zones of public health and safety, hence, “outlaws” subject to imminent arrest status.

Not of our domestic 25% homeless population, USICH is leaving behind, the 5,000,000 plus, daily growing by the thousands, Foreign Nationals illegally scattered throughout our country, who are currently “freezing” and suffering all kinds of international human rights laws indignities in this unprecedented, American winter.

It appears that USICH can and will only deal with 25% domestic homeless by 2025, leaving the 5,000,000 plus to languish in the streets and neighborhoods of America, causing a far greater public health and safety threat, and homelessness-humanitarian crisis, than the catastrophe that We the People, nationwide are now experiencing.

Therefore, the Office of Domestic Policy, has a huge, legal, and moral decision to make, not USICH.

Thankfully to The Most High, DPC is directed by a black citizen woman who can empathize with us, and will now enter into direct discussions as how Justiceville might be of significant assistance in both matters, which like “systemic racism”, is directly detrimental, even eventually fatal to American Africans.

Enter EXODUS II: Volunteer Relocate Homeless
In the spirit of “All In”, “Collaboration against criminalization, etc.”, Reconciliation that reimagines the nature of homelessness, and dismantles “systemic racism”, replacing it with “systemic rectification”

Based the admitted 75% inability of the POTUS plan, he can now set those victims of that free to breathe, and The Most High says to government,

“Let My People Go” – “The outcasts of Israel” that we might go to the Land Promised to us by America.

Actually, it is greatly to the benefit of the POTUS agenda, our Union Republic, and the world, especially in light of the 2028 LA Olympics, preceded by 2026 LA World Cup, i.e., protecting and projecting “good will” USA global image,.

All he has to do is simply grant that which belongs to American Africans, as stated in the Emancipation Proclamation, Sentence 2, B. and the US Const. The Act of 1866-68, etc.,

Thanks for responding to my latest email.

Actually, I was preparing another one before your response came, but tardy in getting it to you, as local dynamics are moving quite fast here in Los Angeles, especially around the homeless resolution plan of our new mayor, the Hon. Karen Bass.

As you know, Ms. Bass’s plan is somehow relocate 17,000 encampment dwellers into hotels and motels within the first year of her administration, which is essentially a doomed failure, as is all other such “housing first” policy plans of the last 35 years under the auspices of USICH, which wasted billions of taxpayer’s dollars.

Thank you for taking our “feedback under advisement”, and its okay that you can’t respond to every lengthy and frequent emails, given your workload, and such a small staff, etc.

However, we are very curious to understand what you mean by that “feedback” statement to Justiceville, an already declared entity that is outside the norm or traditional participation of all other NGO’s.

As I’ve previously stated in Let #30 to Ms. Schneider, “Pulling For You”, we understand and sympathize with you and your staff, having what we think, next to the DOD, the most difficult task of all the other 18 federal departments of USICH.  So yes, we understand your position.

Nonetheless, in other previous letters, due to your stated inabilities as USICH, you’ve been asked to transfer our case to the Domestic Policy Council (ODPC) where our questions can be answered one way or the another, given USICH staff in not qualified, therefore not authorized to address such matters, and make subsequent decisions.  And that’s okay and proper!

Being that you “don’t have a mechanism for sharing your letters directly with the President”, then its properly expected of you to please direct us to the department or desk that does have the mechanism, such as the Hon. Susan Rice, Director of DPC, which has jurisdiction over USICH?

What do you mean by “we can consider your perspective as we implement “All In”?
When will we get feedback from your considerations?

We continue to remain in darkness as to how Justiceville might operate with our perspectives, for the 2028 LA Olympics, and proceeded by 2026 World Cup Soccer, being unlike the other NGO’s, of not seeking any federal funding for them, thereby warranting a different relationship and conversation with the appropriate White House desk or department.

Presently, I and the Team are viewing and studying the “new” White House – USICH “Al In” plan.

As I/we study, you will receive comments on various portions of what I/we review.

Please bear in mind, that Justiceville is not seeking federal funds to implement our EXODUS II: 2028 LA Olympics, and now 2026 World Cup Soccer Championship here in LA, and thereby must treated on another level, not with the other NGO’s seeking such.
Therefore, USICH must recognize and acknowledge such, even according to the Emancipation Proclamation, Sentence 2, B, mandating the POTUS and military to “recognize and maintain the freedom of such persons, and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom.”

The longer that our expectation are denied by USICH, et al, we can only begin to believe that systemic racism is indeed still in play with you, and what is ordered in the Emancipation Proclamation of us to “do no act or acts to repress” is being willfully violated.

Further, there is still the violation by rejectingany effort they/we make for their/our actual freedom“, such as EXODUS II.
As previously stated in past letters, USICH is not equipped nor qualified to effectively address systemic racism, but is a matter of the ODPC and the POTUS directly, according to the 1866 Civil Rights Act, Sections 4, 8, and 9.
Also, a sign of such stealth systemic racism, is your continual practice of not answering the questions that we have posed to you indicates to us, that USICH itself in caught up in systemic racism, and perhaps, are not aware that it is practicing such stealth oppression against black citizens.
Nonetheless, as a clarion voice of change and future successful progress, I/we continue to patiently present our ideals, with the hope the GOD, El Shaddai, The Most High Who rules in the governments of men and women, given itto whomever HE will, even the worse of them, will move by HIS loving Spirit upon your hearts and minds to finally allow Justiceville-EXODUS II to the “table of brotherhood”, and no longer treat us a pariah.

Whether the Hon. LA Mayor Karen Bass is naively, or intentionally posing her citywide plan to “force” homeless, US citizens into hotels, motels, etc., is doomed to abject failure.

As mayor of the National Homelessness Capital and that of homeless US military Veterans, and comparatively the world, what Mayor Bass does here will have national ramification’s, therefore, it behooves me to address this matter with you…at least for the official federal record.

Therefore, it would prudent and wise for USICH to ask the mayor the below questions as well as daily monitor the Bass plan, especially, as it will require federal funding.

Also, USICH must take notice as to how she relates with Justiceville as well as other NGOs’ or is it the Bass way, or no way!  If that is so, why can’t other ideals be implemented along with the Bass plan, especially with the White House is calling for collaboration?

Why can’t she implement her plan, as well as support others, being that Bass can supposedly house only 17,000 individuals? Why not with USICH implement the EXODUS II: LA 2028 Olympics initiative?

“Doomed to failure”, because Mr. Bass is clearly receiving the same erroneous advice of the advocacies that have caused the loss of billions of dollars taxpayers’ monies being wasted over 3 ½ decades around the “housing first” policy and all the rehabilitative into “mainstream” social services programing associated with it.

When the Hon. Ms. Bass was asked how to judge her success on eliminating homelessness, she has replied, and notice the word “should” twice in her statement.

“Encampments should be significantly down if not eliminated, and there should be housing being built, underway, at a much more rapid pace,” she said. “And there should not be 40,000 people who are unhoused, that’s for sure.”

The mayor has promised that the city will not have 40,000 peoples who are unhoused, that’s for sure.

However, Ms. Bass twice uses the word “should”, and according to other such political promises, means that that the promise will not be kept.  There are a lot of things that “should”, but are not, and will not.

First, in her 1-year plan to put-forcing the “17,000” into said facilities, will Ms. Bass also stop the increasing numbers of American middle and working poor classes from being societally and economically driven downwards into homelessness?

Mind you, the homelessness population was already increasing due to the early 1980’s economic recession, combined with the consistently failed, 35 years of the “housing first” policy.

Also, as with USICH nationally, Ms. Bass will have to house LA’s growing share of the 5 million plus Foreign National homeless in our country as well.  How is it possible that her plan will house these folks too?

By the time the “17,000” are in facilities, thousands more American citizens will have been societally forced into the already burgeoning homeless populations resulting from the growing economic crisis.

During this 1-year time, as with the “veteran” (6 or more months) encampment homeless persons, the “newbies” will eventually embrace, adapt, acclimate, morph, amalgamate to become one with the freedoms associated with homelessness.

Therefore, being free from the substance addicting, mental illness, anti-social, even criminal behavior, homelessness causing, distresses of the turbulent “currents of mainstream” society, like the “veterans”, the “newbies” will also refuse the Bass plan, because it leads -tricks them back into the same conditions and situations that pushed into the streets in first place.

1.     It is the mental illness of suicide for a person who has just escaped from a burning structure to return into it; or that of fire department personnel sadistically encouraging him/her to do so.

2.     Or, the chattel slave that unintentionally wondered off the plantation and tasted freedom, will under no circumstances nor threats, and/or execution of whippings, beatings, lynching by his captors, nor even offering from them of better living conditions to return back to slavery.

3.     All the social services, rehabilitation programs are design under the failed “housing first” policy whereby homeless persons are rehabbed back into the plantation, and burning structure of mainstream, therefore, there is sane, commonsense resistance to them.

5.     Remember, it was the October 1985, jury court case in which two homeless, US Army veterans and myself were tried for trespassing, and found not guilty based on “The Defense of Necessity”, which is the root foundation of the encampment movement.

6.     This case was warped-sped into reality 10 months into my fervent and unprecedented aggressive activism which began in January of 1985 when I first voluntarily entered homelessness to help humanely resolve it.

Second, it’s one of the heights of folly for the Bass plan to expect that civility will be the motif operandi within these facilities, as they will degenerate into “hell holes” of drugs, crime, violence, even murder, etc., which is the natural course when poverty culturized peoples are concentrated into a geo-physical locale, i.e., ghettos.

1.     Forced ghettoizing is essentially an internment-concentration of a “like” or similar status peoples

2.     Typical internment-concentration facilities are generally fenced or walled camps situated “out of sight” in rural areas, whereas, the hotels and motels are very similar, but located in town where they are seen.

A.    Out of sight-out of mind.  While the Bass plan is no more than a temporary “pleaser-appeaser” to the constituents, i.e., local neighborhood residents whereby the homelessness “eyesore” of a public health and safety threat will no longer be seen as the homeless located into the hotels and motels.

B.    Will the Bass plan curtail the daily and nightly roaming and rummaging about by the facilities residents?

If not, it defeats its own “pleaser-appeaser” objective of having the homeless, “out of sight-out of mind”, because the hotels and motels are in neighborhoods, primarily of business commerce.

C.    How long will the inmates of these concentrated facilities reside there?  To where do they transition into the high cost of living, turbulent, overpopulated, extreme, “mainstream” culture which forced them into homelessness in the first place?  The longer the inmates remain in the facilities, the worse conditions will become.

Such is not socially and financially sustainable!

D.    What is the security system for these ghettos in buildings facilities?

E.    How and who will manage these indoor ghettos?

4.     Intended Failure?
Based on the forementioned matters, which are gapping flaws, it seems that the Bass plan is like a ocean going vessel that been deliberately sabotaged with weak points that when underway in open seas, they will break open as holes to flood its hull until it sinks.

It’s surmised that when this ultimate of lenient, liberal plan fails in the midst of the neighborhoods wherein these low level or first stages internment-concentration camps within buildings, i.e. hotel and motels, etc., utterly fail, which they will, the residents thereof will unwittingly pressure the Ms. Bass, et al to send the National Guards.

Apparently, mayoral candidate Bass agrees with the dreaded Trump Proposal of July 26,2022, stating privately, that only the military enforcement can resolve homelessness for the obvious reasons.  We will verify!

5.     The Bass plan is supposedly designed to send teams into the encampments and encourage and coerce their dwellers to enter the indoor internment-concentration camps.

A.    However, how will that work when the vast majority of homeless persons will refuse to go into the these indoor internment-concentration-plantation camps again for the obvious reasons, as the Bass plan is designed to “trick” them back into the burning structure of punishing, “mainstream” society?

B.    Does the Bass plan address the encampment dwellers who prefer sidewalk-street freedom instead of the plantation-interment-concentration camp hotel-motels, etc.?

C.    Will law enforcement personnel cite them for violating codes of public health and safety, thereby being a caught “red-handed” criminal outlaw, arrested, prosecuted and if found guilty punished accordingly?

D.    Given the numbers of homeless, US citizens who will not comply, will the judicial systems, including incarceration facilities handle the rebels?

E.    After serving their incarceration time, where will the former inmates be released to?  The sidewalks-streets to be homeless again, and repeat the same insane process?

F.     Being that the violations which homeless persons commit are primarily misdemeanors, generally carrying a maximum 1-year jail time and $1,000 fine, of which they can’t pay, and when released from jail, where will they go?

G.   Provided that the numbers of arrested resisters will overwhelm the correctional facilities, meaning the law enforcement is not equipped to manage such a huge influx convicted inmates , how will the Bass plan address this matter?

6.     Hypothetically, should the Bass plan actually “house” the 17000:

A.    How will it prevent “Greyhound, Amtrak, Jetliner therapy”, that is, other governmental jurisdictions near and far from sending their destitute constituents to LA to receive the “loving care” offered to them;

B.    How will it prevent others from outside of and within LA who will find having the free hotel-motel room perfect for substance usage (alcohol-narcotics), partying, sexual rendezvous, etc?

C.    How will the Bass plan prevent thug criminals from hiding in, and working out of free hotel and motel rooms?

7.     Given the impossibilities of the Bass plan, and its probable failure, it’s becoming more evident that the new LA mayor does actually believe in that military enforced relocation of homeless, US citizens is indeed the only plausible way to address homeless, especially before the 2026 World Soccer Cup and the 2028 LA Olympics.

8.     If the Bass plan truly meant to resolving homelessness, as she knows me and is aware of my/Justiceville Strategic Plan, i.e., EXODUS II, the new mayor would’ve consulted me.  Why hasn’t she?

9.     Mr. Bass has been around LA region for at least 38 or more years, from her days as President of the local ACORN movement, into state legislature, to Congress, why now is she suddenly enlightened to resolve homelessness in its Nation Capital?  Where has she been?

10.  Perhaps, Ms. Bass should sign a commitment stating should her 1-year plan fail, she will resign from office!

Just some more thought for your and perhaps, USICH may want to ask her these same questions, and take direct oversight of her work, because for sure Ms. Bass will come to the federals for cash to implement her plan.

Second Letter: To President of the United States of America

Greetings Mr. President, Mr. Olivet, et al, Shalom!
American African, US black citizens, the only, exclusive, federal, “super” citizenship status, designed to empower them/us into an experiential, “equal justice/protection under the law” citizenship, “as is enjoyed by white citizens”, i.e., willing immigrants. (1866 Civil Rights Act, Sec. 1).


Sir, this is my second letter to you since Sunday, November 6, 2022, which resulted in a special, 30 minute, zoom session of my Justiceville, White House negotiating, A-Team, with Mr. Jeff Olivet, Executive Director of USICH, along with two of his hard working, staff members, Ms. Helene Schnieder, and Ms. Beverly Ebersold on Friday, December 2nd.

Since that time, the several, very simply questions posed to the USICH staff during that session, as well as couple follow up emails of such as Letter #40 to Mr. Olivet, et al, we are yet to receive answers, without which, it’s impossible for the NGO that I’m associated with, as well as others throughout the country are unable to carry out our missions.

As you recall sir, thus far to no avail, we requested audience with you, or at least an official of decision-making authority and capacity, whereby we can make plain our plight as mandated to the President of the United States (POTUS) by Section 8, of the 1866 Civil Rights Act.

Further, the letter was in the good spirit of Reconciliation according the 2008 HR #194 Apology Resolution of which you are well aware of, however, our expectations are still yet to be fulfilled.

The Matter of Five Million (5,000,000) Foreign Nationals Homeless Persons|
Speaking of “asylum seekers” and “refugees” as it pertains to the sudden, ever daily growing, thus far, 2 years infusion of unofficially invited, illegally entering, five million plus (5,000,000) Foreign Nationals into Our Republic, via the southern US Borders, who are now scattered homeless throughout our country, in every state.

Where do black citizens seek asylum and find refuge as American refugees?
As Foreign Nationals seek and find asylum in the USA, built upon the backs of black citizens, descendants of this imperfect Union’s chattel slaves, where do we go for such?

Where do we flee for refuge from constant gun violence from enraged, unsuspecting, young black men?  Where can we take asylum from an oppressive government(s) that have for 400 plus years practice systems of racism upon us?  Where do we find the “American Dream”, social, economic, civic, opportunities that have been denied to us for generations, now being given to Foreign Nationals?  Who will champion, or be the Presidential Protector of the Subject Beneficiaries of the law mandated to the POTUS to protect us from such stealthy harm?

The mandate of Section 4, of the 1866 Civil Rights Act, the Constitution designates them/us as “refugees” to be directly protected by the POTUS.  That is The Law, and for good cause as intended, but understandably, never fully activated, but is imperative that such is done now.

Contradicting Messages From The Presidency
It appears that American African, US black citizens are being given two contradictory messages from the Presidency – White House concerning the humane (non-military) resolutions to “home grown”, domestic homelessness.

Alarmingly, in our daily observance of this continual, mega, influx of Foreign Nationals, now homeless, and how it seems that the wellbeing of the chattel slave descendants is deliberately and maliciously, being neglected and/or “smashed” by Presidential, influential fiat.

Therefore, naturally, we are becoming more alarmed, and perhaps, correctly paranoid about our future state of affairs in the nation of freedom built upon our backs.

Example: We do recall, as is documented in print and video, in August 2012, then Vice President Joe R. Biden, of the Obama Administration, warned us black citizens, that if we are not careful in out voting, “they (alluding to a counter competitive party) are gonna have ya’ll back in chains”, i.e., plantations, chattel slavery.

Then, making matters worse, in October 2019, as Presidential candidate, you essentially said to us that, if don’t vote for you, we “ain’t black”.

As we view the Foreign Nationals influx “raiding” our federal resources, these two statements can only mean that you, Presidential candidate Biden, via your political party has done so much good for us black citizens, and will do even more if elected, that if we can’t understand this simple reality, then the descendant of chattel slaves, “ain’t black”…therefore, deserving to be “back in chains”, even though The Creator, spoken of in the Declaration of Independence, has created us equally.

If black citizens aren’t “black” for not voting for you sir, what then makes you a white citizen, “white”? And what is to happen to those black citizens who didn’t vote for you?

It appears, that it just doesn’t matter whether black citizens voted you or not, they/we are both being overrun by the Foreign Nationals of which you refuse to protect us from, rather, instead, are further encouraging our hurt by your actions.

Yet and still, without widespread protest, this is just  another catastrophic matter of “systemic racist” America being heaped upon the already “aching heads and backs” of black citizens, who since the 1960’s, disproportionately lead in numbers and complexities, all other ethno-racial identities, i.e., Americans of willing immigration heritage, in nearly every negative, national, social statistics, primarily dwelling in urban and suburban centers.   

Of course, this includes homelessness, the ultimate, visible manifestation of generational, “systemic racism” against us.

This unabated, nation-killing, infusion of Foreign Nationals, along with other such maladies, is a literal, co- “killer” of what could be the very last, “free” generation of American Africans, because of its rapid, draining of resources, i.e., funds; properties-lands, even function military bases; personnel; passion, and compassion, primarily from the very black citizens who saved your 2020 Presidential, primary bid and onto the Presidency.

This matter of the POTUS and staff not taking the lawful, mandated actions to stop the growing devastating disaster of our peoples, violates US Civil Rights and International Human Rights Law against black citizens, just doesn’t make sense, unless it is in the continuing spirit of “systemic racism” and to quietly be accept, if we want to remain “black.”

Adding to this extreme, stealth, national security danger, as result of the growing “humanitarian” crisis of homeless, Foreign Nationals, is the immanent, United Nations’ declaration that they are “refugees”, and their makeshift, sidewalk encampments and official city operated “tent cities”, of which according to the mandated of The Act, Sec. 1, 2, 4, 8 and 9; along with the 14th Amendment, Sec. 1; and the January 1, 1863 Emancipation Proclamation, particularly Sentence 2, B., based on Article 4, Sec. 4, US Constitution.

Legitimate Questions
Therefore, sir, how are you now complying with these laws” Or, what is your strategic plan to protect the Subject Beneficiaries of these laws from this massive, influxes of Foreign Nationals?

When will our questions about the Trump Military Forced Homeless Relocation proposal that is now a major section of his 2024, Presidential platform?

When will we receive in official documentation, denunciation of the Trump Proposal by a Presidential Executive Order, then sent to Capital Hill for full, bi-multi-partisan Congressional Legislation, forever forbidding such aggression to resolve a social malady caused the stresses of society?

Daily we are witnessing the sudden, 2year, steady influxes of Foreign Nationals now scattered and homeless throughout our lands, imminently to be UN declared Refugees and their encampments and city sponsored tent cities, even US military bases and facilities as Refugee Camps.

Everyone around here, particularly black citizen, are asking me what the White House is doing and going to do about protecting American citizens from what amounts to be an unprecedented in world history, civilian based, non-militaristic invasion, whereby the “spoils” of federal resource coffers, such as funds, materials, lands, personnel, passion to have compassion, etc. are being “riffled” from domestic homeless.

Accordingly, such invasion by officially, non-invited residents, triggers the direct response from the Presidency of the United States (POTUS) to execute the authorities of the Emancipation Proclamation, the 1866-68 Civil Rights/14th Amendment Act (The Act), and that of Article 4, Sec. 4 US Const.) to duly provide experiential, “equal justice-protection under the law…as is enjoyed by white citizens.

We are stymied about what actions we are to take about domestic homelessness, particularly that of us black citizens who are predominantly in this state and fate of doom trend, based on systemic or institutionalized racism against American African, descendant of chattel slaves.

In order to carry on our work, we as well as other NGO’s need immediately answers for questions such as:

Does the POTUS care about the full well-being of domestic homeless? Has/will the POTUS forsake in exchange for these masses?  Will he allow situational circumstances force him to federalize State National Guard to bring matters into control? Or, will POTUS comply with his legal mandates to American African, black citizens?

…what is the White House position or policy on the draconian measures that the Governor of California, the Hon. Gavin Newsome; and that of New York mayor, the Hon. Eric Adams are implementing whereby “mentally ill” homeless persons can be law enforcement into “public health and safety” facilities, indefinitely? 

Note: “indefinite” – post the incarceration of these “mentally ill” persons into facilities, when and if they are rehabilitated, where and what will the contracting agencies rehabilitate them to?  How will they be sustained, etc.? Indefinite looks alarmingly probable!

USICH has emphatically denied the existence of policy, nor known, documented plans within the Biden Administration, or any federal department, consideration military, i.e., federalized, State National Guard enforced relocation of homeless citizens into indefinite interment-concentration-type camps.

Needed In Writing, As Executive Order and Congressional Legislation
Therefore, it’ imperative that we receive an immediate answer written in policy, Executive Order from you on this matter, followed by Congressional Legislation.With such specific guarantees, it is impractical for us, as well as other NGO’s to strategize our respective plans to help USICH reach its objective.
This matter must be rectified and resolved before any such measure is even considered.  The mentally ill homeless are not the matter, as it’s more that of society’s failure to itself.
The Eternal Lesson: Nazi Germany Concentration and American Japanese Interment Camps 101

Ultimately, for society to orchestrate military attacks upon these citizens, is such upon itself, even similarly to that which happened to the German peoples of the WWII era.

By attacking the mentally ill, homeless, Jews, Slavs, homosexuals, Jehovah Witnesses, et al., as “vermin” threats to public health and safety, eventually became that upon themselves.

Apparently, given the dateline impetus of both the 2028 LA Olympics, proceeded by the 2026 World Cup of Soccer, there is growing pressure to not have a situation of forced relocating US homeless citizens at either event!

The Insane of Repetition of Failure
As you recall, that during the seasons of the 1984 Olympiads, the August 1987 Papal visit of John Paul II, and of recent, the 2020 National Football championships, homeless citizens were law enforced relocated.
Interestingly, the epicenter of both events is within the Inglewood, Compton, etc., area which is where the predominance of homeless persons being American African, US black citizens.

Essentially, these said citizens being already dwelling in the public health and safety outlawed for human habitation zones, are officially being deemed “criminal”, thereby subject to indefinite incarceration.

Knowing that the “mentally ill” homeless are the consequence of society’s failures, as the Hon. Maxine Waters says, “Homelessness is the ultimate statement of what is wrong within society”, is USICH, i.e., the President going to speak out against this insane criminalizing of our victimized, now destitute fellow citizens?

These two public servants of the most populous homelessness states in our country, is insanely stumbling into measures similar to those of the WWI era, National German Workers Party, i.e., Nazi.

The Indicating signs
The allowed and tolerated,
law enforced relocation of the “mentally ill”, along with the substance addicted, lazy, etc., “vermin – rat making” Germans, as public health and safety threats was the initial step to the massive Nazi concentration camps throughout Europe who were considered adverse society.

Combined with the deafening silence from the White House, along with civic and moral minded, Civil and Human Rights entities, as well as religious, etc., concerning the Trump proposal, is this unwarranted attack upon the “mentally ill”.

Another alarming, “tell-tale” sign of draconian measures indicating a developing, American form of Nazi sentimentality, is the Homelessness Emergency Declaration of the Hon. Karen Bass, of LA, its National Capital, which disaffects both taxpayers and property owners, et al, as well homeless persons.

According to the January 1,1863 Emancipation Proclamation, and the 1866-68 Civil Rights Act, the POTUS must immediately prevent this dangerous national model being implemented by the California governor, Mr. Gavin Newsome, combined with the two (2) mayors, ironically both being American African, US citizens, Ms. Karen Bass of LA and Mr. Eric Adams of New York.

So please share with us the President’s views and policies, as well as how USICH wants us, Justiceville A-Team to help in these matters, remembering that we are not seeking any taxpayers funding and is prepared to begin based on our access to utilize the “tools” bequeathed” to American African, black citizens of federal, “super” citizenship status.

In previous correspondence with you, as well as during our December 2nd zoom session, this on one of the grave matters of importance confronting black lives, i.e., American African, federal, black citizens in this Union Republic, has was brought to your attention, and will continue to do until we get answers on how we can help USICH resolve this matter.

USICH has not yet resolved the ever-increasing numbers of American domestic citizens being societal and economically driven into the public health and safety outlawed zones of homelessness.

Therefore, its literally impossible to think that unequipped, being unauthorized, the USICH staff can now resolve this sudden, two years surge of 5,000,000 + Foreign Nationals, being undocumented, scattered homeless throughout our country.

Such is ludicrous, absurd, arrogant and harmful to the USICH staff to be cumbered with what actually is the jurisdiction of the ODPC.

Systemic racism dictates that anything or anyone(s), domestic or foreign who/which can be utilized to harm, impede, stop the advancement of America’s chattel slave descendants in “any effort that they may make for their actual freedom…as is enjoyed by white citizens” as bequeathed to them/us.

History records, that since the end of the US Civil War, willing immigration, both legal and illegal has always generally undermined more than other Americans, black citizens who have never as a people fully experienced “equal justice/protection under the law” citizenship.

Subsequently, all Americans from generations to decades to recent years and months have and will continue suffer the generational consequences of unrequited injustice, such as the continued, stealth practice of “invisible”-covert Jim Crow, systemic racism, even as the White House and the late prophet Martin Luther King, Jr.,

“Nineteen sixty-three is not an end, but a beginning. And those who hope that the Negro needed to blow off steam and will now be content, will have a rude awakening if the nation returns to business as usual.  There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.”

Already, much of the federal resources, i.e., materials (building properties, etc.), personnel, passion, compassion that should have been, and must be, is going to the well-being of Foreign Nationals illegally within our country, thereby dramatically increasing homeless populations.

Naturally, according to White House doctrinaire on systemic racism, such transference of resources is a direct affront to the only Americans upon whose ancestors’ chattel enslaved backs this erroneously purported, immigrant nation under GOD is built.

As such, this flagrant misuse of taxpayers’ dollars, which harms American Africans in particularly, is the direct violation of the Emancipation Proclamation and the 1866 Civil Right, as well as those of International Human Rights Laws, thereby bringing to bear the moral intent of the We the People of the United States of America.

“…the Executive Government…will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom.” (Sentence 2, B.)

Resourcing Foreign Nationals who have deliberately breached our southern borders, is the direct violation of the Emancipation Proclamation, and must be immediately abated and rectified, and failure to protect American black citizens from such incursions, (see Article 4, Sec. 4. US Const. +ref to Section 1 of the 14th Amendment

“No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.”

Note: As this law is directed at the States, surely according to Section 1, of the 1866 Civil Rights, the federal government in engulfed as well, even more so, to protect black citizens from such violations.

Isn’t this clearing what occurring with by this growing homeless population of 5,000,000 + Foreign Nationals?

Inherited, situational circumstances is forcing all Americans, their quests, invited and uninvited to make a series of moral, as well legal decisions, this being just one, being unprecedented since the US Civil War era.

Further, see attached letters as the United Nations has been contacted on this matter as well, expecting two items from The Hon. Antonio Guterres, UN Sec. General; The Hon. Volker Türk; High Commissioner of the Human Rights Commission; The Hon. Mr. Federical Villagas, President of the UN Human Rights Council

1.     Not declare the Foreign Nationals Refugees and their dwellings as Refugee Camps, such being a direct affront to American African citizens, particular they who are homeless, but true, legitimate Refugees within their/our homeland, would be the continuation of the quiet, stealth, inconsequence rendering, situational circumstance, genocide of black citizens, thereby violating the UN’s own Human Rights Laws.  Essentially, this amounts to ethno-racial cleansing or replacement.

Note: American Africans are the true Refugees in America, according to Section 3 of the 1866 Civil Rights Act. The US hasn’t even resolved its own homegrown, Refugee crisis, how can it resolve this of international-global proportions,

2.     Strongly admonish the United States to not resort to military enforced relocation of homeless persons into internment and/or concentration camps, as such is in violation of International Human Rights Laws.

Nonetheless, we do expect from USICH and ODPC

1.      White House policy on this matter of 5,000,000 + Foreign Nationals that ever so severely helping to further emaciate black citizens.

2.     If any, what are your plans to address and resolve this matter?

3.     What is of more priority, federal citizens protected by “equal justice/protection under the law”, or Foreign Nationals illegally within the country upon their chattel enslaved backs?

If Foreign Nationals have federal preeminence over black citizens, will you please explain the reasoning?  Or is this practice simply another, stealth form of systemic racism?

Finally, should the federal government allow the UN to declare the Foreign Nationals as “refugees”, etc., it would be the undermining of US sovereignty on our own soil, thereby, dissolving the Union, and loosing Our Republic.  This is the gravest of national security threats!

The Great Collaboration “Collaborate, Don’t Criminalize: How Communities Can Effectively and Humanely Address Homelessness”

Greetings Mr. Olivet, et al, Shalom!
The Justicevile A-Team, fully concur with and is glad for the USICH theme of collaboration with the various and myriad communities concerned with homelessness resolution, as a strategy to assist in meeting its 1987 Congressionally legislated mission.

As a certain and special segment of said communities, we hope that the theme is sincere, and not just another “cool” term that merely stimulates discussions.

Also, we hope that it’s not the “USICH way or the highway” form of collaboration, or simply another attractive theme, like the previous failed and/or OUTDATED ones launched over the 35 years USICH its existence.

Such is similar with “systemic racism”, a morally correct matter to discuss, denounce, call for system change, etc., but of course, as of this present time, there is no meaningful attempts, that we know of, that rectifies it, nor even a plan that specifically addresses it, either by USICH or Office of Domestic Policy Council (ODPC).  If there are said plans, may we please view them?

Team is expecting from USICH how the theme functions, particularly as it pertains to us?

Since 1985, two years before USICH, record demonstrates that collaboration is matter that has always been at center of our movement for 37 years.

Example: Please see attached the 1999 JSAP Document wherein collaboration is intensely discussed, Section IV “Action Requests” and Section V., “Scope of Project”.

Note: Perhaps, had the USICH of 1999 adopted JASP, homelessness would not be what it is today. Just an observation!  Then again, perhaps, systemic racism prevented it.

This is particularly poignant when considering LA, the National Homelessness Capital, has been exposed for Hispanic/Latino Caucasians racism against black citizens, most especially myself as the living, human, cognizant, lived experience, “Exhibit – A”.

What We Expect of USICH
The collaboration between USICH that the A-Team seeks is as follows:

  • Transference and/or elevate our relationship from the jurisdiction of USICH to that of the Office of Domestic Policy Council (ODPC), by which we may conduct full appropriate discussions, as the former has demonstrated that our concerns are beyond its scope, which understandable and fine.
  • “Systemic racism”, is a matter under of the ODPC, USICH not equipped, nor qualified, it would ludicrous to expect to resolve what has been a generational development, and not even knowing nor understanding The Sacre Laws of US, federal black citizenship, the center of their/our American existence.

Note: While USICH has correctly identified systemic racism as the primary cause of black homelessness, it is not qualified nor equipped to prevent nor resolve it.

  • Justiceville is “lived experienced”, cognizance, as well as doctrinally, philosophically and morally qualified to be authorized to exercise “any effort” we deemed for our “actual freedom”, according to the expectations of POTUS in The Law

Note: Full compliance to our concerns will demonstrate that “collaboration” with communities is indeed real.

  • Justiceville has the cognizance to properly identify and comprehend the situation of both intertwined systemic racism and homelessness of black citizens and expects the bequeath freedom implement the measures to dismantle “systemic racism” and replacing it with “systemic rectification” and healing.
  • Unprecedented cognizance since the 1866 enactment of The Law preceded by the 1863 Emancipation Proclamation of our citizenship and freedoms, even being couched in the 2008 HR #194 Apology Resolution, on a level beyond all others who are addressing USICH.

At this juncture, the best way that USICH can collaborate with Justiceville, is to kindly transfer our relationship to the ODPC, et al.

For USICH to deny the inheritance dictated and bequeathed to us in The Law of our citizenship and freedom, would be a worse offense because it hypocritically violates what it espoused.

 It would be the same, unabated, systemic racism that has generationally driven American Africans into the fate of doom presently confronting them/us, i.e., homelessness, “ultimate statement” of such, and thereby violating our “any efforts that they may make for their actual freedom.”

So please, we expect of USICH to immediately comply with our requests in this matter of collaboration.

Expectations of the POTUS Concerning the Trump proposed military enforced relocation of homeless

For the sake of Saving the Union and Keeping Our Republic, as American African, US black citizens of the only and exclusive, federal, “super” citizenship status, it’s our reasonable, Preamble ordered duty to expect the POTUS to earnestly comply with our EXPECTATIONS in this national security threat matter.

The July 26,2022 Trump Military Enforced Relocation Option
In several previous letters to USICH, and directly to the Hon. President Joe R. Biden, we requested the White House’s official position and/or stance on the July 26,2022 Trump proposal.

We were relieved to hear that the Biden Administration has no such policy that supports, but rather denounces the Trump proposal, and indeed, there aren’t any such future plans to militarily enforce homeless persons into “internment/concentration camps”.  Right?!?

However, as policies are fluid and fickle, especially verbal, or non-written, tend to change with situational circumstances, and/or government personnel, we humbly request and expect that the appropriate office holders produce such documents, including the dates when they were adopted.

Also, when will the White House policy publicly repudiate the Trump Proposal, and what measures are being taking to avoid such a nation-destroying action any governmental body?

Surely, the Hon. Secretary of HUD – USICH Chairperson, Ms. Marsha Fudge, and the Hon. Susan Rice, Director of Office of Domestic Policy Council would have such documentation available that we may review them!

If such documentation is non-existent, but only in some nebulous, shifting verbal form, why is it that?  Will this be immediately addressed and corrected?

Even if such does exist, without legislation, the policy is still too fluid to risk the fate of our Union Republic, therefore, we expect it to be legalized with the following actions led by the POTUS.

The LAW:
Ensures and guarantee no military enforced relocation of homeless US citizens, particularly those who are black, American Africans, as such is a direct threat to national security, essentially amounting to INSURRECTION.

This is Based on the 1866-68 Civil Rights/14th Amendment Act, Section 2, 5, 9, and 1, and Emancipation Sentence 2, B

 

Procedure A Presidential Executive Order(s)
Forbid the federalization of State National Guards by POTUS, or the deployment of such by State Governors to forcibly relocate US homeless citizens into what essentially will be permanent internment or concentration camps.

Procedure B Congressional Legislation
The Presidential Order(s) sent by POTUS to Capitol Hill as bill for Congressional Legislation, thereby empowering it double and permanently

Procedure C US Supreme Court Assurance

Supportive action from US Supreme Court according to Section 10 of The Act

It’s imperative that this matter be immediately resolved, and not wait for the USICH end of the year “roll out” its plan dealing with the traditional money allocating-oriented practices for social services programs, as afore stated, we have no interest in that aspect.

Besides, if the military option is still “on the table”, whatever the roll out”, it is useless.

All plans, including EXODUS II, Phase 2 are null, void, vain, and even deceptive to NGO’s as well as all the American peoples, as long as the military option remains unopposed and adjudicated as unlawful.

Therefore, as this matter is beyond USICH jurisdictional ranges, you are then expected to move this matter to your superiors for direction, and/or arrange our discussions with them, which the latter is much preferred.

Hopefully, you will rapidly comply with our expectations according to Sentence 2, B of the Emancipation Proclamation wherein it’s made clear that whether the Executive Government or the military agrees or not with us, is irrelevant, because it’s about their/our bequeathed inheritance to determine our own destiny.

Once again, your cooperation with the A-Team by zoon this past Friday, December 2,2022 at 3:00 pm EST to discuss the contents of my Sunday, November 6th, letter to the Hon. US President, Joe R. Biden, is much appreciated.

However, only one of the letters’ items, which is the most important, was indeed discussed, but in very limited sense, being time sensitive, of which we did not receive any definitive response to each of its matters.

Yes, we did receive a response wherein you “we can’t promise but will try”.  Yet, how is it possible that you can “try”, without fully knowing, and understanding by two 30 minutes zoom sessions, what you are trying for?

As you know, it’s literally impossible for you or anyone else to fully hear, understand and comprehend the brevity what was, is being conveyed in just two, 30 minutes, zoom discussions.

Therefore, you can understand that there is legitimate skepticism in your ability to proper represent us to your superiors.

In the meantime, we would like to know what aspect of our expectations are you actually going to “try” for?  Perhaps, you can respond to this in letter form!

At the end of each zoom, USICH basically told us to essentially remain in a state of “do nothing” limbo, saying, “Be patient, trust us, and wait for our strategic national plan roll-out at end of year 2022”.

As we recall, this is precisely what USICH told us in July, that a strategic plan would be available late September, now, here we are, two months later.  Nothing!

While we are still awaiting the proper response to our letter to the POTUS, you will be receiving a series of short comments making our case even plainer.

As you know, the Number 1 objective of the Justiceville, A-Team is to prevent our beloved, Union Republic from the further criminalization of homeless persons into “public health and safety” outlaws, leading their subsequent, and perhaps, inevitable, military enforced relocation into facilities that would be permanently erected, internment and/or concentration camps, as proposed in the July 26,2022 Proposal of former, US President, Donald J. Trump.

Note:  This proposal is now officially, a major portion of his political campaign platform.

GOD please forbid, that if ever implemented, such a travesty would failed end of the “Nordu Ordu Seclurum” American experiment in We the People governance, and ole’ “crazy” King George III of 1July 4, 1776 notoriety, representing monarchist tyranny will be vindicated.

Such failure would be because We elected to utilize the military, i.e., federalized, National Guards to resolve a societal caused, social malady, as would any tyrannical government.

Nonetheless, in collaboration, should we together be successful in preventing the force military option, the next great and more difficult step, is the implementation of EXODUS II: 2028 LA Olympics Initiative.

Provided that the “tools” of Presidential authority and instruments of the Emancipation Proclamation, in conjunction with 1866-68 Civil Rights/14th Amendment Act are allowed to be accessed…

…in collaboration with USICH, the A-Team and I are highly competent in our skill sets, and therefore confident that on the July 14th OPENING DAY ceremonies of the 2028 LA Olympics, it would be gratefully announced that homelessness culture in America has been humanely resolved (non-military enforcement), beginning in Los Angeles, its former National Capital.

In fact, we envision that the White House, i.e., POTUS rightly legally, morally correctly, get out in front to lead America with all its resources, especially Preamble cognizant citizens, followed by all the international world.

With access to the Presidential Seal, my Team and I can successfully rally all concerned Americans to our collaborative cause, including local and national stakeholders.

In my particular case, among other attributes and assets that I bring to this “table of brotherhood”, is many American African, black citizens celebrities of all ages, especially of the athletic world.

Especially poignant in the athletic sense, is the participation of my youngest daughter, Ms. Joanna D. Hayes, 2004 Athens Greece Olympics, 110 Meter Hurdles, Gold Medalist, and a senior Track & Field coach at USC (University of Southern California) who is our lead Olympian spokesperson.

As before, sir, as black citizens, all we expect of the President, et al, in what might become America’s last gasps of free breathing, according to Sentence 2. B., etc., of the Emancipation Proclamation, is to freely exercise our bequeathed, inherited right of authority to determine our own destiny.

Finally, while we have not brought to the front door of the White House, massive, raucous street movements designed to shame such as, “Black Lives Matter”, or “Occupy Wall Street”, nor even, 1960’s type protests and wild demonstrations, etc., but rather, according to the Emancipation Proclamation, apparently such numbers of “such persons, or any of them” is not required.

In fact, there is no set number(s) of peoples, etc., but rather, a demonstration of a given size body politic of cognizant American Africans to utilize POTUS authority and military assets “in any efforts they may make for their actual freedom.”

In keeping and complying with this portion of the “Promissory Note”, our collaborated success will be the first steps of dismantling “systemic racism” and being replaced by “systemic rectification” for reconciliation healing of the “battle wounded”, national soul of America between white and black citizens, as summoned for in the HR #194 Apology Resolution.

However, to deny us this rightful assess to managing and determining our own destiny would be to not “recognize and maintain the freedom of such persons”, but instead, conduct harmful acts “to repress” us in our legally right and morally correct cause.

This is the level of our collaborations with you that we together desire, and imperative must conduct.

 Just some thoughts!

In pondering matters, I/we want you to recognize the A-Team as your collaborative partner, not an antagonist, nor even competitor.

We were thrilled to read the USICH’s new policy on homelessness resolution, “Collaborate, Don’t Criminalize” How Communities Can Effectively and Humanely Address Homelessness”, as it helps to affirm that we are essentially on the same page in this particular matter to effectively to humanely (non-military forced) resolve this criminalization agenda by state, county and municipalities.

However, this growing sentiment that is rightly being fueled by outrageously frustrated, local communities of retail business, property ownership, school administrations and neighborhood, taxpaying residents, et al, is perfectly understood.  Not excusable, but patiently understood!

The Growing Criminalization Need For Military Enforced Option
This nationwide movement that is organically growing in homelessness besieged communities and neighborhoods, via their local legislators, and law enforcement entities, are misguidedly creating a legal environment by which the codes of public health and safety can be effectively enforced against criminal outlaws, not “homeless people”.

While state, county and municipal law enforcement entities are not equipped with the necessary resources to successfully enforce their anti-homelessness laws, the military, i.e., federalized National Guards are.

Furthermore, local jurisdictions can’t act independent of one another, nor regionally, or statewide, as such would simply result in a “wack-a-mole” experience, whereas, working conjointly with the military, in a well-orchestrated, simultaneous, rapid time framed, nationwide operation under the directorship of FEMA.

The Inevitability of Relocation Before 2028 Olympics
As you know, relocation is not a matter of if, but rather, how, by whom, with what, and when, which is very soon, and trending to occur between 2023 and 2026, mid-2027 at latest.

On a given, prepared, and planned “day” military enforced relocation is quite possible even as proposed by the July 26,2022 proposition of former President, the Hon. Donald J. Trump.

As it’s our, and the American peoples’ very strong sentiment, that if there is an option  to the military, we all would rather experience, a mutually cooperate, collaborating, humane homeless – “Jesus” peoples’ volunteer, relocate (Exit-exodus) to more suitable and self-sustaining, alternative, societal mixed, communities of EXODUS II strategic, national model.

From late September to late December 2019, we soberly presented this matter to the Trump USICH, proposing that the POTUS get out front of the growing “criminalization-military” option, to lead and prevent the unsuspecting, frightened, We the People neighborhood, voting residents from understandably, having to demand, or reluctantly accept, the military enforcement, as such would be an attack upon themselves as well, Our Republic.

We Can Prevent It.
By eliminating
the cause for the military option, those local ordinances won’t need to be enforced against destitute American citizens, but rather, could actually serve as future measures to ensure such societally forced homelessness culture will never return.  A good matter!

However, until we can launch an effective, nationwide campaign of awareness and understanding, to most observing Americans, the military option seems to be the only, logical next step forward as a society, especially with the impetus of the soon to arrive, 2028 LA Olympics.

And of course, this is of particular great concern for the Olympic Committees, of LA, USA, and International, and the adjacent stakeholders of the public and private sectors, locally, nationally.

It is envisioned, that post our prevention of the military option, as a functioning segment of We the People together, USICH and the Justiceville A-Team will work together in collaboration, “to more perfect the Union” in humanely resolving homelessness.

In my next communication with you, I will share some strategy by which 1), we can eliminate any potentiality of military enforced relocation, and 2), override any, and all local ordinances, statutes, etc., based on the 1866-68 Civil Rights/14th Amendment Act, founded upon the January 1,1863 Emancipation Proclamation.

Such can be accomplished without these local entities being considered as or treated like “selfish, mean, enemy of the homeless, NIMBY”, etc., nor, themselves being made resentful, but rather, instead, with visionary hope based on what we to expose them, cheerfully participate in the “prevailing winds” of voluntary/willful relocation, even by the support of the military, both federal and State National Guards.

Provided that the POTUS and military resources are accessed by the cognizant, “any of them in any effort that they may make for their actual freedom”, an accomplished EXODUS II, is an all- around “win-win-win” for the Olympic stakeholders, as well as the national security of country, beginning in LA, the former National Homelessness Capital.

Mayors and other local officials are under pressure to do something, anything. With severe shortages of affordable housing, funding that is insufficient to meet the need, and a pandemic that has stretched already strained systems, many communities are understandably struggling with how to address homelessness. But blaming, criminalizing, and moving people from streets to jails does not solve homelessness or fix the systems that created it.

Most states (48) now outlaw daily survival activities, such as sleeping, eating, sitting, or living in their car. In the last 15 years, there has been a 50% rise in so-called camping bans that make it illegal for certain people to sleep in public spaces; nearly three-fourths (72%) of cities now have such a ban, and these laws are becoming tougher.

As stated in previous note to USICH concerning this matter dated August 3,2022, https://domesticpeacecorps.org/town/ it was revealed how the Trump USICH staff, including both Mr. Robert Marbut, Jr., Ex.-Dir. and HUD-Domestic Policy staffer, Mr. Benjamin Hobbs, responded with vehement denial that the White House had no such policy, when I mentioned to them the growing sentiment throughout the country, that perhaps its time for the National Guard to enforce relocation.

The rise in “criminalization”, demonstrates that there is indeed a growing sentiment for the military option, giving more reason for us to work together to prevent this portending, tragic travesty.

Therefore, White House and Justiceville are in tune with each other a one body politic as dreamed by our founding fathers in The Preamble.
